Lazarus, <br /> J. Ryan <br /> M. Battin, Members of the Capital Expenditures Committee, R. White, <br /> P. Geiger, J. Curry <br /> Meeting opened by N. OSullivan <br /> R. White discussed the budgetary process and his intention to submit a <br /> docuement prior to Christmas. The Capital Budget was late last ear <br /> and he will attempt to issue a first draft in late October or early <br /> November and will also try to improve both the content and format. <br /> P. Geiger discussed the zero base budget. Accountability has been <br /> difficult.Also discussed a programatic budget. He indicated that he felt <br /> --, <br /> very strongly that the individual teaching case load must increase and <br /> projected that the FY '92 budget would increase at least 1 .6 million if the <br /> teachers contact were to be ratified in its existing condition. Salary <br /> adjustments would be in the range of 5.9% including the built in step <br /> increases. He is seeking a 2% increase from the principals. New contract <br /> will allow input from the faculty and will therfore slow the process down <br /> significantly. P. Geiger expressed concern that the contract would evolve <br /> into a personnel and building budget with material supplies and <br /> maintenance deteriorating due to the required committment to the <br /> contract. He indicated that he will submit another capital budget <br /> which will address the needs of the School system. The biggest problem <br /> facing the School Committee will be the cutting of personnel along with <br /> the reduction in the ability to manage the system due to the distribution <br /> of management to the individual school councils. <br /> M. O'Sullivan asked P. Geiger if he thought it possible for the school and <br /> the town to back into the dollars available to which he responded "yes" <br /> R. White stated that, if the contract were to be ratified as is it would <br /> be a prescription for conflict amongst the various boards. <br /> P. Gpiqpr indicated that the Committee may "conditionally ratify" the <br />
