=APPROPRIATION C+OMMITTEE MEETING <br /> November 28. 1988 <br /> Present <br /> M. O'Sullivan M. Mairson <br /> R. Perry A. Lazarus <br /> J. Ryan D. MacLean <br /> g. Eurnell L. Gilson <br /> J. Campbell <br /> Also present P. Newman. Chairman of the School Committee <br /> Philip Geiger. Superintendent of Schools <br /> Chairman O'Sullivan discussed the T.M. budget process and timetable. <br /> Each member should attend the Selectmen's budget session and then report back to <br /> committee. <br /> P. Newman - budget is a zero base process for FY 90. <br /> P. Geiger - 4% + each 6 months = 8.1% annually <br /> - Administrators had no idea of the workings of the rest of the system <br /> - add in process - never challenge any prior expenditures <br /> - everything presented prioritized <br /> - superintendent present to Committee prior to Christmas <br /> - Committee meet on 1-7-89 (Saturday) to discuss FY 90 budget <br /> - Capital Fund request for computers & facilities <br /> - lease vs purchase?? <br /> G. Eurnell seeks projected enrollment over next two years <br /> - keep out years in focus for potential shortfalls <br /> M. O'Sullivan - management review <br /> A. Lazarus requested meeting in January to better identify responsibility <br /> Committee moved to Selectmen's Meeting Room for joint meeting with Selectmen. School <br /> Committee and Capital Expenditures Committee <br /> General discussion of budgetary process by all interested parties <br />
