Clough - discuss this year's shortfall <br /> - will probably have to request something under Article 6 <br /> - freeze on supplies, travel, etc. -- basically put off to <br /> next year <br /> - shortfall this year judgement, staffing, transportation, <br /> electricity, special education <br /> M. O'Sullivan - discuss assessment from Minuteman <br /> - legislate control over electric costs <br /> S. A. Clough - discuss FY 88 budget <br /> - cutting has been made but not recognized <br /> - postponed equipment purchases <br /> - make Town aware of real costs <br /> P. Newman - change budget tactics <br /> - given number or percentage increase and back into budget <br /> - develop budget on what committee feels they need <br /> - put forward budget committee feels that the town wants and <br /> let them vote it up or down <br /> S. A. Clough - holding out on going public, let it go to Town Manager, <br /> puts pressure on both sides <br /> M. O'Sullivan - Appropriation Committee doesn't feel that we can handle <br /> $750,000 addition to budget as submitted <br /> - Article 4 global approach -- send it all back for <br /> appropriate cuts <br /> - suggest percentage cuts across the board <br /> P. Newman - is there any chance of generating new revenue? <br /> G. Burnell - that should not be an issue -- contain budget vs. raising <br /> revenues <br /> H. Muehlmann - discussed tax reform and that voters had voiced their <br /> opinion Proposition 22, Tax Cap <br /> M. O'Sullivan - incentives for early retirement - are they productive? <br /> S. A. Clough - used to motivate people to retire early <br /> - staff reduction in High School @ 35 over next three years <br /> - levels out costs <br /> R. Perry - is upper level administration any less than 10 years ago? <br /> - yes, according to S. A. Clough <br /> S. A. Clough - increased costs are uncontrolled <br /> - electricity shortfall not as bad as projected <br /> - early education $183,000 has been looked at carefully and <br /> they want to go ahead <br /> - almost all school systems have gone to single session <br />
