RECEIVED <br /> 01/05/2022 AC Minutes <br /> kdkk kd Jain, 912 ui °m <br /> TOWN CLERK <br /> LEXINGTON MA Minutes <br /> Town of Lexington Appropriation Committee (AC) <br /> January 5, 2022 <br /> Place and Time: Remote Participation: in accordance with Section 20 of Chapter 20 of the Acts of <br /> 2021 "An Act Relative to Extending Certain COVID-19 Measures Adopted During the State of <br /> Emergency", communication took place via a Zoom teleconferencing session that was open to the <br /> public; 7:30 p.m. <br /> Members Present: Glenn Parker, Chair; Sanjay Padaki, Vice-Chair; Alan Levine, Secretary; <br /> Anil Ahuja; John Bartenstein; Meg Muckenhoupt; Lily Manhua Yan; Carolyn Kosnoff, Assistant <br /> Town Manager, Finance (non-voting, ex officio) <br /> Members)Absent: Eric Michelson <br /> Other Attendees: David Pinsonneault, Director of Department of Public Works (DPW); Melissa <br /> Battite, Director of Recreation and Community Programs; Lisah Rhodes, Vice-Chair, Recreation <br /> Committee; Deepika Sawhney, School Committee; David Kanter, Capital Expenditures Committee <br /> liaison <br /> Mr. Parker called the meeting to order at 7:33 pm, reviewed the authorization for meeting remotely, <br /> and stated that the meeting was being recorded for the purpose of creating minutes. <br /> Announcements and Liaison Reports <br /> Mr. Levine, Ms. Kosnoff, and Ms. Sawhney concurred that the Massachusetts School Building <br /> Authority (MSBA) had postponed until March 2022 making final decisions on the 2021 submittals <br /> of statements of interest for school building projects that pursue potential MSBA grants. Ms. <br /> Kosnoff added that the timing for an appropriation request for a Lexington High School feasibility <br /> study would be based on the MSBA determinations. <br /> Mr. Padaki reported that he and Mr. Parker had attended an Open Meeting Law training session. It <br /> appears that this Committee's use of the Town's website for posting its draft minutes and <br /> documents used at meetings is effective in meeting regulations. Mr. Parker plans to verify this. <br /> Pine Meadows Golf Course Garage, Potential Reserve Fund Transfer <br /> Melissa Battite reported that the underground garage at the golf clubhouse has been used to store <br /> equipment, including electric golf carts. Over the years, ground water would periodically seep in, <br /> but flooding during the past season affected the heating system and periodically triggered the need <br /> to find an alternative area for parking and recharging the golf carts. A plumber determined that the <br /> drainage line had collapsed, and the Conservation Department reported that the water needs to be <br /> pumped into a catch basin, rather directly into the brook, to meet current codes. The plan is to use a <br /> catch basin that is currently in the parking lot. It has been estimated that the needed repairs would <br /> cost at least $130,000. Engineering staff is working with the Town's drainage contractor to further <br /> refine the project. The goal is to complete the repairs before the golf season begins in the spring, or <br /> as soon thereafter as possible. <br /> Resources for funding the project were discussed, as follows: <br /> • A Reserve Fund transfer: This can be for either capital or operating expenses but must be for <br /> an "extraordinary and unforeseen" expenditure. This requires approval by this Committee, <br /> and such transfers are traditionally approved in conjunction with the Select Board (SB). <br /> • The Recreation Enterprise Fund: This fund currently does not have adequate resources. <br /> 1 <br />
