Mr. Makarious stated that if an area is going to be preserved for <br /> open space it will need a conservation restriction and that preservation of any wetland without <br /> a restriction is not CPA funding-eligible. Ms. Fenollosa stated that the funding request for <br /> wetland mitigation may not be preservation-related and to move forward with the funding <br /> request and that the wetland mitigation should be removed from the application. The work <br /> that is needed to be done to protect the building from harm should remain because it is CPA <br /> funding-eligible. Ms. Foley explained that she will submit a revised application after meeting <br /> with the Conservation Commission. <br /> The Committee voted by a roll call vote to recommend to Annual Town Meeting the fire alarm <br /> and safety system updates as well as eligible drainage work to preserve the building with TBD <br /> listed as a funding amount until final figures can be provided (9-0). <br /> Ms. Foley, Ms. Gagalis, Ms. Lee, and Mr. Makarious left the meeting at 4:36 PM. <br /> FY23 CPA Funding Request- Conservation-Wright Farm Barn Stabilization and Preservation- <br /> Ms. Dohan provided an update on the status of the Wright Farm Barn project. Conservation <br /> met with Colin Smith and Lester Savage to develop four options for CPA funding. Option one is <br /> $15,000 for hazardous testing and Colin Smith's time to prepare design and bid documents. <br /> Option two is $155,000, $15,000 for option one and $140,000 for stabilization and mothballing <br /> efforts. Option three is $15,000 in FY23 and $140,000 in FY24. Option four is $155,000 for FY23 <br /> Special Town Meeting. <br /> Mr. Hornig asked about phase two of the project and how much it will approximately cost to <br /> preserve the barn. Ms. Dohan stated in phase 1 they will find out more about the condition of <br /> the building to help approximate a number but the cost could exceed $2 million. Mr. Hornig <br /> noted that spending money to preserve a historic barn because the barn is historic may not be <br /> a good use of money and demolition may be a practical solution. Ms. Fenollosa stated that a <br /> study needs to be done to see if there is a good use for the building. Ms. Dohan stated that <br /> there is a Wright Farm Barn Needs and Feasibility Study report from Colin Smith, which she will <br /> forward to the Committee. Mr. Pressman mentioned past CPA funded stabilization projects like <br /> the Stone Building and the Hosmer House and noted that money was spent before there was a <br /> plan for use of the building. <br /> The Committee voted by a roll call vote to recommend to Annual Town Meeting$15,000 in CPA <br /> funds for hazardous materials testing and architect work (9-0). The Committee voted by a roll <br /> call vote to recommend to Annual Town Meeting$140,000 in CPA funds for the stabilization <br /> and mothballing of the Wright Farm Barn (8-1).
