A <br /> quorum of five was present throughout. <br /> Members Present: Cindy Arens, Paul Chernick, Rick Reibstein, Todd Rhodes (vice- <br /> chair), Charlie Wyman <br /> Members Absent: Celis Brisbin, Archana Dayalu, Dan Voss (Chair) <br /> Staff Present: Stella Carr <br /> Other Attendees: Joe Pato (Select Board), Mark Sandeen (Select Board), Mary Hutton <br /> (Mothers Out Front) <br /> The meeting was called to order at 5:05 pm. Todd referenced the opening statement requested by <br /> the Town Clerk, and all members present responded that they could hear. <br /> Review for approval of a letter to the Joint Committee on Municipalities and Regio_ val <br /> Government in support of the Article 29 Home Rule Petition being considered by the Joint <br /> Committee on July 27, 2021. <br /> Cindy explained that the legislature's Joint Committee on Municipalities and Regional <br /> Government will hear virtual testimony on Tuesday on the home rule petitions of Lexington, <br /> Arlington, and Brookline for authority to regulate gas infrastructure in new buildings. (She also <br /> noted that Concord and Acton Town Meetings have both recently passed home rule petitions for <br /> the same purpose as ours.) Rep. Michelle Ciccolo will introduce a Lexington panel consisting of <br /> Mark Sandeen, Jim Malloy (or Stella Carr if Jim has to leave before the panel is called), Cindy, <br /> and Ricki Pappo (speaking on behalf of citizen climate groups) to provide testimony on the <br /> town's behalf. <br /> Cindy walked us through the current draft of the letter, including several edits offered by <br /> members of the committee. After some discussion, consensus was reached on a final version, and <br /> the committee voted 5-0 to approve the letter and to authorize Cindy to submit it and provide <br /> oral testimony on the committee's behalf. <br /> Cindy also explained that she is seeking other Lexington residents to submit letters of support. <br /> The meeting was adjourned at 5:20 pm. <br /> Respectfully submitted, <br /> Charlie Wyman <br />
