Town of Lexington <br /> 3 <br /> Economic Development Advisory Committee (EDAC) <br /> Minutes of Meeting March 3, 2021 <br /> A meeting of the EDAC was held virtually on Wednesday, March 3rd, 2021 at 8:00 a.m. via <br /> zoom. <br /> Members Present: Rick DeAngelis, Chair; John McWeeney, Charlie Minasian; George <br /> Burnell; Larry Smith, Jill Hai, BOS liaison; Charles Hornig, Planning Board liaison <br /> Staff Present: Sandhya Iyer and Casey Hagerty <br /> Others Present: Adrienne Ortyl, Bridger McGraw, Chris Stratford, John Wu, Lisa Murray, Bob <br /> Barnard, Nagaruna Venna, Steve Kaufman, Keir Evans, Ben Myers, Ciny Arens, Todd Rhodes, <br /> Matthew Daggett, Michelle Ciccolo <br /> 1. Review progress/status of Hartwell Innovation Park Zoning Amendments <br /> A quorum was not yet present at the meeting. Boston Properties provided the committee with <br /> some feedback regarding their thoughts on Articles 44 and 45 for 2021 Annual Town Meeting. <br /> Boston Properties is going to prepare a memo and submit it to the Planning Board and Select <br /> Board. <br /> 2. Review and discuss and make Recommendation to Select Board regarding the following <br /> Articles on the Warrant for the 2021 Town Meeting: <br /> a) Article 36-Authorize Special Legislation-Development Surcharge For Affordable <br /> Housing <br /> Matthew Daggett explained his proposed article which if passed would place a surcharge on <br /> certain commercial activities that would then be used to support affordable housing. The <br /> committee expressed concern that commercial developers are already responsible for paying <br /> many fees and making contributions as part of a development project. <br /> Later in the meeting, when a quorum was present the Committee made the following motion: <br /> A motion to not recommend the approval of Article 36 to the Select Board was made by Mr. <br /> Smith and seconded by Mr. Minasian. The motion was approved 5-0 by a roll call vote. <br /> 9:06am A quorum was present and the meeting was called to order. <br /> b) Article 28 -Reducing Noise From L:andscapeing Equipment <br /> A motion to support the indefinite postponement of Article 28 was made by Mr. DeAngelis and <br /> seconded by Mr. McWeeney. The motion was approved 5-0 by a roll call vote. <br /> c) Article 26-Petition General Court To Amend Legislation Regarding Permanent <br /> Transportation Funding <br />
