Minutes of the
Lexington Capital Expenditures Committee (CEC) Meeting
January 8, 2015
Samuel Hadley Public Services Building
Location and Time: , Cafeteria; 7:00 ..
PM
Members Present: Jill Hai, Chair; David Kanter, Vice-Chair & Clerk; Rod Cole;
WendyManz
Member Absent: Elizabeth Barnett
Others Present: None
Documents Presented:
Notice of Public Meeting/Agenda for the CEC, January 8, 2015

Notice of Public Meeting/Agenda for the Ad hoc School Master Planning Committee

(AhSMPC), January 8, 2015
Call to Order: Ms. Hai called the meeting to order at 7:05 ..
PM
At 7:07 .., this Committee joined the AhSMPC in its meeting with the BoS, the School
PM
Committee, and the Appropriation Committee being held in the same place until it ended at
9:20 .. (See the AhSMPC Minutes of that event for the Documents Presented and this
PM
CommitteeÈs further participation in its meeting.)
At 9:20 .., Ms. Hai announced that this Committee would continue its meeting in the
PM
adjacent hall.
Presentation by the Architect of the Phase 3 Recommendations to the AhSMPC: The
CEC continued its discussion of that presentation and what occurred during the AhSMPC
meeting. It was concluded that much more information is needed before this Committee
could present a meaningful report to a Budget/Collaboration Summit on its current position
regarding many of the School-related FY2016ÃFY2020 Capital Improvement Projects
(CIPs). Most significantly, but not necessarily all that this Committee is missing are:
(1) The School CommitteeÈs decision on what program it endorses to be in the School
Master Plan, and
(2) The TownÈs proposal on how it might finance such a program (e.g., use of cash, the
Capital Projects/Debt Service Reserve/Building Renewal Stabilization Fund, and debtÄ
both excluded and not-excluded from Proposition 2), and
(3) Advice from the Town Manager, for such a program, which of the previously
presented CIPs he would be recommending to the BoS for elimination, modification, or
subsumed in other CIPs.
Adjourn:A Motion was made and seconded at 9:40 .. to adjourn.Vote: 4Ã0

PM
These Minutes were approved by the CEC at its meeting on January 13, 2015
Page 1 of 1
