Memo
To: Capital Expenditures Committee, Appropriations Committee
From: Victoria Buckley, Chair, Enablement Committee
Date: April 28, 2003
RE: ADA & Public Buildings
Please find attached the two reports, requested by the Committees during
the discussion of Article 8L. One is the one page description of the
Enablement Committee’s ten compliance priorities from August 2002. The
second is the 37-page report from DPW, written and compiled in 1993,
called the “1993 ADA Town Building Transition Plan”. Please note that
DPW reviewed the items listed in this report at the request of the
Enablement Committee in August 2002. Please also note that there are
many problems with this annotated list, some of which are listed below:
1.It is very outdated, both in terms of what needs to be done and in
terms of costs.
2.The list was made by a “paper review” only – in other words, the
DPW simply looked at purchase orders and receipts to determine what
was done and what was not done. This list was not checked by actual
site survey or by need.
3.The plan was never reviewed or organized into a coherent package
with timelines and actual estimates.
The Enablement Committee would like to take this report as only a rough
starting point to generate a more specific plan for ADA compliance of the
town buildings. The Committee will work with DPW to further refine and
restructure the list of needs, compliance issues, and cost factors.
Thank you for your interest and assistance with these important issues.
Victoria Buckley
18 Bates Road
Lexington, MA 02421
E-mail vbuckley@rcn.com
Home 781-863-5894
Work 978-459-0389, extension 20
