<br />Minutes of the Community Preservation Committee <br /> Executive Session <br />Wednesday, February 20, 2013 <br />Parker Room, Town Office Building <br /> 1625 Massachusetts Avenue <br />3:00 pm <br />Present: <br />Committee Members:, <br /> Wendy ManzChair; Marilyn Fenollosa, Vice Chair; Joel Adler, <br />Norman Cohen, Jeanne Krieger, Leo McSweeney, Bob Pressman, Sandy Shaw and Dick Wolk. <br />Administrative Assistant <br />: Nathalie Rice <br />Mr. Kanter, member of the Capital Expenditures Committee (CEC) and Glenn Parker, Chair <br />of the Appropriation Committee were invited to stay for the Executive Session. <br />At 3:00 pm, upon a motion duly made and seconded, it was voted by a roll call to enter into <br />Executive Session under Exemption 6 to consider the purchase, exchange, lease or value of <br />real property and to reconvene in Open Session; the Chair declaring that an Open Meeting <br />might have a detrimental effect on the negotiating position of the Town. <br />Discussion of the CPC Position on the Acquisition of the Scottish Rite Property at 33 <br />Marrett Road <br /> – Ms. Manz opened the discussion, asking members for a sense of their <br />commitment to the acquisition. Members were generally supportive, though concerns were <br />raised by Ms. Manz and Ms. Fenollosa. Mr. Adler voiced strong support for the project. <br />Ms. Manz raised the issue of the amount of CPA funding that might be appropriated for the <br />acquisition. There was a discussion of whether members felt comfortable dedicating CPA <br />funds for the entire purchase or a portion thereof, noting that the addition to the historic <br />manse was only 10-12 years old. Ms. Fenollosa explained that the Scottish Rite headquarters <br />is on the Cultural Resources Inventory because the historic core of the structure is significant. <br />She explained that the structure is considered as a whole for the purposes of the Inventory. <br />Mr. Kanter noted that there was a distinction between “what was eligible and what was <br />prudent” for the CPC to suggest for funding. He presented the Town Office Building project <br />as an example where CPA funds were used for only certain elements of the renovation. <br />The issue of housing was raised, and some members were concerned that the Commander’s <br />House had been taken out of consideration for community housing. (In fact, the seller had <br />indicated that housing would not be allowed on any portions of the site.) <br />(8-1) <br />Members voted to designate “some” CPA funds for the acquisition of the 33 Marrett <br />Road property should negotiations for the property prove successful. Mr. Cohen noted, <br />however, that negotiations were currently “very fluid”. <br />1 <br /> <br />
