Minutes of the Community Preservation Committee <br /> Executive Session <br /> Wednesday, August 5, 2020 <br /> Remote Zoom Meeting <br /> Meeting ID: 928 8430 9988 <br /> 2:00 PM <br /> Committee Members Present: Marilyn Fenollosa (Chair); Charles Hornig (Vice-Chair), David <br /> Horton,Jeanne Krieger, David Langseth, Joe Pato (left 3:01), Bob Pressman, Melinda Walker. <br /> Administrative Assistant: Gina Federico <br /> Absent: Lisah Rhodes <br /> Other Attendees: Wendy Manz, Capital Expenditures Committee liaison to the CPC; Phil <br /> Hamilton, Chair, Conservation Commission; Karen Mullins, Conservation Administrator; Lester <br /> Savage, LexHAB; Charles Wyman, Conservation Commission Land Acquisition Committee. <br /> Ms. Fenollosa called the public meeting to order at 2:05 PM, and at 2:10 PM, upon a motion <br /> duly made and seconded, it was voted by roll call (8-0) to go into Executive Session under <br /> Exemption 6 to consider the purchase, exchange, lease or value of real property and to <br /> reconvene in Open Session; the Chair declaring that an Open Meeting might have a detrimental <br /> effect on the negotiating position of the Town. <br /> Executive Session under Exemption 6- Mr. Hamilton updated the Committee on the progress <br /> made with the sellers of the Ashley property since his last update to the Committee in <br /> November 2019. Mr. Wyman discussed the connectivity map and the conceptual layout map. <br /> Mr. Wyman explained that parcel 1 is approximately 4.5 acres and the Conservation <br /> Commission is interested in this parcel. Parcel 2 is approximately 6/loth of an acre and contains <br /> a house and a barn circa 1877. The property is currently unoccupied and the current owners are <br /> two sisters who live in San Diego. The sisters are interested in selling the property in early <br /> spring 2021 which is why the request would need to be ready for Special Fall Town Meeting. <br /> The sister would like to sell the property to the Town to turn 4.5 acres into conservation land. In <br /> addition to a tax credit for selling to the Town, the remaining land would not be developed by a <br /> developer. <br /> Mr. Wyman explained the 2020 appraisal results. The Foster Company appraisal went up <br /> significantly and the Avery Associates appraisal went up slightly. The Foster Company explained <br /> that the reason why the appraisal jumped so significantly is because they had better <br /> 1 <br />
