<br /> <br />TOWN OF LEXINGTON, MASSACHUSETTS <br />CONSERVATION COMMISSION <br />MINUTES <br />Tuesday, July 16, 2013 <br />7:30 P.M. <br />Parker Room, Town Office Building <br />1625 Massachusetts Avenue <br /> <br /> <br />Chair Joyce Miller opened the meeting at 7:32 pm in the Parker Room of the Town <br />Office Building. <br /> <br />Commissioners Present: Joyce Miller, Stew Kennedy, Dick Wolk, Jane Warren, Duke <br />Bitsko, and David Langseth (arrived at 7:36 pm) <br /> <br />Commissioners Absent: Phil Hamilton <br /> <br />Others Present: Karen Mullins, Conservation Administrator and Michelle Tassi, <br />Community Development Department Assistant <br /> <br />7:32 pm Cont. Hearing – NOI, Interstate 95 <br /> DEP# 201-902, BL 862 <br />Highway & stormwater management improvements along the 5.4-mile <br />stretch of I-95 within the 100-foot Buffer Zone & 200-foot Riverfront <br />Documentation: NOI Application 5/29/13, Construction Details and <br />Operations and Maintenance and Stormwater Report 7/12/13, and <br />Proposed Stormwater Improvements Plan 7/11/13 <br />Present for the Applicant: Gene Crouch, Vanasse Hangen Brustlin, Inc., <br />Dave Kaplan, Cambridge Water Department and Alex, MassDOT <br />Stormwater Analyst <br /> <br />Mr. Crouch summarized the letter submitted by MassDOT after receiving <br />the Commission’s comments as well as the comments from the Cambridge <br />Water Department. Mr. Crouch discussed the operations and maintenance <br />plan and long term pollution prevention plan. MassDOT commented that <br />they are prepared to address best management practices. <br /> <br />Comments from the Commission as follows: <br />Mr. Bitsko asked if snow and ice operations and maintenance were the <br />responsibility of the state. Mr. Bitsko suggested that the wet pond should <br />be checked earlier in the construction sequence due to permeability. Mr. <br />Kaplan from the Cambridge Water Department proposed that a spec detail <br />be provided for the liner types. Mr. Bitsko asked if the invasive species list <br />was used and stated that a dewatering spec be a condition. Mr. Bitsko <br />suggested the installation of fencing to prevent ducks and geese from <br /> <br />
