Commission on Disability <br />Meeting Minutes for April 5, 2012 <br />5: 45pm to 7: 00 pm <br />Stone Room Main Floor of Cary Hall <br />Members Present: Victoria Buckley, Susan Cusack, Janice Cyr, Julie Miller, Leonard Morse - <br />Fortier, Janet Perry, and Francine Stieglitz. <br />Members Not Present: Hank Manz, Michael Martinetti and Jennifer Williams <br />Staff: Garry Rhodes and Linda Vine <br />Additional Attendees: Mark Barrett, Town Project Manager and Doug Anderson, Manager of <br />Code Advisory Group, Commercial Construction Consulting, Inc. <br />Meeting Began at 5:45 PM <br />1. Minutes for the February and March meetings were approved unanimously. <br />2. Review of The Americans With Disabilities Act, Title II Self- Evaluation Project by <br />consultant — Doug Anderson, Accessibility Consultant <br />a. Title II Project is to benefit people who need access to Town of Lexington Public <br />buildings. <br />b. Doug Anderson reviewed the Americans with Disabilities Act- Title II Self — <br />Evaluation Project. Comments: <br />i. Project contains 3 Titles: Title I Development, Title II Self Evaluation, and <br />Title III — Employment. <br />ii. Title II is our main focus and is for State and Local premises. At core, Title <br />II requires that every public entity perform a self evaluation to determine if <br />the programs, activities and services are available and accessible for people <br />with disabilities and to develop a transition plan to make them available. <br />Entities must have a review every three years and provide a transition plan <br />for each building (or department) to meet requirements. <br />iii. Some buildings such as Lexington Town Hall, Cary Hall, should be clear of <br />needing a transition plan. <br />iv. The Department of Justice says anything not compliant is a violation and <br />you must get a variance. Additionally, 60% of the building must be <br />accessible (versus 50% years ago). <br />v. It is better for contractors to use 1 and 13" instead of 1 and 12" for ramping <br />since there is no permitted tolerance for ramps. AAB has specific tolerances <br />for measurements required. <br />c. The report developed by Doug Anderson identifies programs, activities, and <br />services provided by Lexington at public facilities. The next step with the report is <br />for the CoD to review all the information by each area and prioritizes each area. <br />
