Board of Selectmen <br />Secretary of Transportation's approval in August of <br />right -of -way use for such purpose. Concurrently, <br />legislation was introduced in the state legislature <br />to provide funding for bikeway construction. On <br />October 28, the selectmen held a heavily attended <br />public information meeting on the bikeway proposal <br />and heard arguments both for and against it. At its <br />next meeting, the board voted to confirm its 1982 <br />endorsement of the proposal and to approve the bike- <br />way concept. The board then appointed a Bikeway <br />Implementation Committee headed by Selectmen Eddison <br />to monitor the design and construction of the facil- <br />ity. <br />OPEN GOVERNMENT ISSUES <br />A committee directory listing all town government <br />committees and appropriate criteria for membership <br />of each committee, appeared in mid -1985. A copy of <br />the directory was provided to the Town Meeting Mem- <br />bers Association; it is available for citizens who <br />are interested in serving the town. The selectmen <br />encourage participation through use of the direc- <br />tory. <br />Appointment Process. The selectmen aimed to com- <br />plete all major board appointments by target date <br />September 30. This was accomplished. As can be <br />seen in the directory section of this report, the <br />selectmen appoint several major town boards, commis- <br />sions, committees, trustees of public trusts and two <br />separate funds, about 16 ad hoc or advisory commit- <br />tees (some of these are extremely active), some of <br />the members of the energy conservation committee, <br />and town representatives for three regional groups. <br />Student Government Day. We share enthusiasm for this <br />as encouragement for these future leaders to consi- <br />der public service. <br />Precinct Redistricting. Because the preliminary <br />1985 state census showed populations of two precincts <br />differing from the average of all town precincts by <br />more than the state allowance of 10 percent, the <br />town must redistrict, effective by January 1, 1988 <br />and not earlier than the 1987 elections. To set the <br />precinct realignment process in motion, the board <br />approved minor adjustments to several precinct bor- <br />ders after public discussion and review of the town <br />clerk's recommendations. <br />Special Town Meeting. The special town meeting <br />which was called for December 2 by the selectmen to <br />authorize funding for the purchase of the Pine Mead- <br />ows land turned out to have a different agenda. <br />While postponing indefinitely the Pine Meadows arti- <br />cle, the town meeting passed articles to accept <br />state funds for supplementing teacher compensation; <br />to institute a motel /hotel excise tax; to appropri- <br />ate money for an architectural /engineering study of <br />school buildings; to supplement funding for handi- <br />capped persons' access to Cary Hall; and to act on <br />two issues related to lower income housing. This <br />meeting is summarized more fully in the town meeting <br />section of this report. <br />CONCLUSION <br />As the administrative governing board for the town <br />we thank all town board and agency members, citizen <br />volunteers, town meeting members and town employees <br />for their help in carrying out our responsibilities. <br />Lexington Sister City Committee. Lexington received <br />nine visitors from our sister city, Dolores Hidalgo, <br />Mexico for the week of Patriot's Day, and for the <br />celebration of twenty years of interchanges. The <br />visitors were greeted officially by the selectmen at <br />the town offices, and later by Governor Dukakis at <br />the State House. An anniversary ball honoring the <br />guests was held at the Knights of Columbus Hall <br />attended by approximately 100 Lexingtonians. In <br />September a group of ten from Lexington joined the <br />celebration of Mexican Independence Day in Dolores <br />Hidalgo and presented an American flag as a gift to <br />the City of Dolores Hidalgo from the selectmen of <br />Lexington. The group included Fred Benkley, presi- <br />dent of the Lexington committee, Gloria Holland, <br />manager of the committee's store, La Tienda Mexican <br />Shop, and Marion Snow, executive clerk of the <br />selectmen. Other trip participants were Claire <br />Bercovitz; Eleanor and William Noz; Mildred, Paul <br />and John McCarthy; and Sandra Rundlett. <br />
