<br /> April 28, 2008 <br />Minutes <br />Town of Lexington Appropriation Committee <br />April 28, 2008 <br /> <br />Place and time: Cary Memorial Building, Legion Room, 6:37 p.m. <br /> <br />Members present: Alan Levine (Chair), John Bartenstein (Secretary), Deborah Brown, <br />Richard Eurich, Pam Hoffman, Michael Kennealy, Susan McLeish, Eric Michelson, Rob <br />Addelson (ex officio, non-voting) <br /> <br />1. Interviews for Budget Officer. <br />Rob Addelson asked that a representative from <br />the Committee join the second round of job interviews for the new budget officer. <br />Susan McLeish volunteered (but this will depend on her availability). <br /> <br />2. Article 27 Transfer for FY08 Budget. <br />Rob Addelson presented the following <br />proposed changes to the FY08 budget line items: <br /> $9,000 – classification study <br /> $750 – Battle Green Guides <br /> $388,000 – snow & ice <br /> $5,000 – police expense – gasoline <br />-$200,000 – unemployment compensation <br />-$113,000 – temporary borrowing <br /> $10,000 – study of insurance coverage <br /> -$47,315 – health insurance (of a $250,000 estimated surplus) <br /> $23,315 – Fire Department – defibrillator <br /> $32,500 – Community Development – Personal services <br /> -$32,500 – Community Development – Expenses <br /> -$75,000 – MIS Personal Services – unfilled position - MS director. <br /> <br />Additional labor counsel and snow & ice expenses are being evaluated and will be <br />presented prior to the motion being completed. Rob believes that the snow & ice <br />deficit should be manageable. <br /> <br />3. Clarke HVAC <br />. A shortfall of $370,000 exists on the Clarke HVAC project, <br />which was to be done as one part of the 2007 ATM Article 34 appropriation of <br />$3M that covered projects for three different schools. The $370,000 deficiency <br />will be made up using surpluses available under the same 2007 Article that did <br />not have to be spent for other projects, including: $250,000 from the Bridge <br />ceiling insulation project, $70,000 from Hastings lockers (funded from a previous <br />unspent capital appropriation), and $50,000 from the steam trap replacement <br />program. The Committee voted to support this solution to funding the Clarke <br />HVAC project (8-0). <br /> <br />4. Munroe Acquisition and Fire System. <br />Al Levine reported, per a conversation <br />with Selectman Jeanne Krieger, that the acquisition of Munroe will not be <br />resolved before Town Meeting dissolves.
