<br /> March 24, 2008 <br />Minutes <br />Town of Lexington Appropriation Committee <br />March 24, 2008 <br /> <br />Place and time: Cary Memorial Building, Legion Room, 6:30 p.m. <br /> <br />Members present: Alan Levine (Chair), Deborah Brown (Vice Chair), Richard Eurich, <br />Pam Hoffman, Michael Kennealy, Susan McLeish, Eric Michelson, Rob Addelson (ex <br />officio, non-voting) <br /> <br />Also present: Dawn McKenna (Tourism Committee) <br /> <br />The meeting was called to order at 6:36 P.M. <br /> <br />1. Liberty Ride <br />. Rob Addelson reported that his research into Dawn McKenna’s <br />amendments, which would form and fund a revolving fund with the excess <br />Liberty Ride revenue from FY07, has still shown that it has the potential to <br />disrupt setting of the tax rate. He also communicated that the Town Manager has <br />made a commitment to “make whole” the Liberty Ride at the next available Town <br />Meeting. Dawn McKenna reported that Rob, Selectman Cohen and the Town <br />Manager have agreed to form a revolving fund at the 2009 Annual Town Meeting. <br />She is also planning to divide out line 2300 and 7300 of Article 4, so that she and <br />the Selectmen can determine how they will handle this issue at this Town <br />Meeting. <br /> <br />2. Update on Article 27 <br />“Amend FY2008 Operating Budget”. There will be transfer <br />of $750 from Free Cash to Battle Green Guides, but, at this time, other changes to <br />the FY2008 budget are not yet in final form. <br /> <br />3. Update on Article 24 <br /> “Appropriate to Specified Stabilization Funds”. At this <br />time the only items are $350,000 for to establish the SPED fund and $65,000 for <br />TDM. <br /> <br />4. Update on Article 4 <br />“Operating Budget”. There is a parliamentary question <br />about how to vote the use of $65,000 of Stabilization Fund money to fund School <br />Transportation, which requires a 2/3 vote of Town Meeting. This portion of the <br />Article most likely will have to be divided out. Also, as Mike Kennealy is not a <br />Town Meeting member, he can not move the Appropriation Committee <br />amendment about health insurance. Deborah Brown will offer the amendment, <br />Mike will speak to it and Alan will make additional comments. <br /> <br />The meeting was adjourned at 7:05 PM and the committee moved to Cary Hall to <br />participate in the Town Meeting session. <br /> <br /> <br /> <br /> - 1 - <br /> <br />
