<br /> November 29, 2006 <br />Minutes <br />Town of Lexington Appropriation Committee <br />November 29, 2006 <br /> <br /> <br />Place and time: Town Office Building, Room 111, 6:30 p.m. <br /> <br />Members present: Al Levine (Chair), Deborah Brown (Vice-Chair), John Bartenstein <br />(Secretary), Rod Cole, Rick Eurich, Pam Hoffman, David Kanter, Mike Kennealy, Eric <br />Michelson, Rob Addelson (ex officio, non-voting) <br /> <br />Also present: John Fedorochko <br /> <br /> This meeting occurred prior to the commencement of Special Town Meeting No. <br />1 to address any last-minute issues and to prepare for the special town meeting. <br /> <br />1. Staff Report. <br /> Rob Addelson reported on the final numbers that were to be <br />included in the motion on Article 2 (amendment of the FY2007 Operating Budget) and <br />advised that the transfer between the unemployment compensation and group insurance <br />lines proposed in item 2(iii) would be an even wash. He advised that the net balance of <br />new revenues that would remain in the General Fund after all appropriations would be <br />about $100,000, and that this amount would ultimately flow to Free Cash at the end of <br />FY2007. <br /> <br />2. DPW Replacement Project. <br /> Al Levine advised that the Board of Selectmen <br />were currently meeting on the DPW facility replacement project and were expected to <br />vote to request at Special Town Meeting No. 2 the appropriation of design money only in <br />the amount of about $1.3 to $1.4 million. There followed an extensive discussion of a <br />proposal recently circulated on the TMMA list by former Appropriation Committee <br />Member Paul Hamburger that the vote to approve design funds require the design process <br />to include “at least one alternative which is at least 20% less expensive than the currently <br />proposed project,” together with a clear presentation of the impact of such a change on <br />the scope of the project and maintenance and/or operating costs. Although no consensus <br />was reached, there was general agreement that including such an alternative in the design <br />process might help Town Meeting Members and the community better evaluate the <br />project currently proposed. <br /> <br />3. Miscellaneous. <br /> Assignments were made for presentations on the articles at <br />the upcoming Special Town Meeting No. 1.
