April 3, 2006
Minutes
Town of Lexington Appropriation Committee
April 3, 2006

Members Present: A. Levine (Chair), D. Brown (Vice Chair), R. Cole, J. Bartenstein, E.
Michelson, D. Kanter, R. Eurich, P. Hamburger, P. Hoffman

The meeting was called to order at 7:10 PM by Al Levine in Room 111, Town Office
Building.

1. Rod C. agreed to take minutes.

2. The question of supporting a stabilization override question was discussed. A concern
was raised regarding what would it mean if all the other override questions pass and the
stabilization fund question does not. Would that mean the citizens simply would rather
the town come back next year when the amount needed is more precisely known, or does
it mean they simply do not support overrides?

The concern was also raised that we cannot promise that if the stabilization override
passes, that we will be able to get through two years without coming back to the voters
for additional funds, or without cutting services. A further concern was raised that
perhaps the AC estimates for the future FY08 budget shortfall were too pessimistic.

3. Options for how to deal with the $265K freed up due to the use of CPA funds for items
in the budget. Another capital project could be funded, the town could use the money to
pay off debt, or the stabilization fund line item could be increased.

4. A motion was made to support holding reserves in FY08 to the June 30, 2006 level.
The motion was passed by a vote of 9-0.

5. The meeting was moved to the budget summit in the Selectmen’s Meeting Room at
7:55 p.m. The meeting reconvened in Room 111 at 9:30 pm.

6. By a vote of 9-0 it was agreed to delete the stabilization override question from the AC
report Appendix B.

7. The AC report was reviewed for small final changes. New votes were taken on Article
28 part c3 (8-0 in favor), Article 28 part c5 (8-0 in favor), Article 28 part i (9-0 in favor),
and Article 40 (8-0 in favor).

The meeting was adjourned at 11:25 pm

Respectfully submitted,

Rod Cole

Approved May 18, 2006
