<br /> March 28, 2005 <br />Minutes <br />Town of Lexington Appropriation Committee <br />March 28, 2005 <br /> <br /> <br />Place and time: Reading Room, Cary Hall; meeting called to order at 6:15 pm <br /> <br />Members present: Alan Levine (Chair), Eric Michelson, Deborah Brown, Ron <br />Pawliczek, Richard Eurich, Paul Hamburger, Rod Cole <br /> <br />1. RC agreed to be minute taker. <br />2. It was decided to pass out the AC report to precinct captains rather than put them <br />out on the TMMA table to be sure one copy was reserved for each TM member. <br />3. The committee decided not to take a position on Article 21. <br />4. There was a long discussion of the Community Preservation Act. <br />a. AL expressed concern that the CPA is not ready for prime time. <br />b. DB commented that one possibility is to let it go forward now with the <br />advice that the proponents need to bring forward more information. <br />c. There was a discussion of how the timing works and related problems, and <br />how CPA might pass, but crowd out other pressing overrides. <br />d. We decided to continue the discussion at our next meeting. <br />5. There was a discussion regarding the article to upgrade the heating systems at <br />Clarke and Diamond, and the various options, costs vs. savings, and whether these <br />upgrades might be replaced in the near term by other upgrades, say to gas heat. <br />We decided to continue this discussion when we had more information. <br />6. There was a discussion of capital items. <br />a. Is the CEC cap on borrowing reasonable? Opinions were heard on both <br />sides. <br />b. The $25K for a street light at Concord Ave was discussed. The sense was <br />that this was not a high priority and that the Avalon Bay traffic mitigation <br />money could perhaps pay for it when needed in two years. <br />7.
