<br />APPROPRIATION COMMITTEE MEETING <br />THURSDAY, SEPTEMBER 26, 2002 <br /> <br />Present: D Brown S Spector, R Pawliczek, A Levine, R Eurich, K Dooks, E <br />Michelson, <br /> P Hamburger, J Ryan <br /> * Discussion of the projected budget gap for FY 2004, <br />estimated to be $9.8 million <br /> * School estimates for FY 2004 were discussed. The estimated <br />increase in wages is partially due to new initiatives such as all day <br />kindergarten and class size. The SC appears to believe that all day <br />kindergarten will be mandated and they want to be prepared for its <br />implementation. The superintendent as of this date has presented none of <br />these issues to the SC. The School Department has indicated that they have <br />lost some grants, which will affect the FY 2004 request. <br /> * The "SpEd' circuit breaker may require the School Department <br />to expend funds upfront with a delay in reimbursement from the Commonwealth. <br /> * The cash capital requests and discussion will begin when <br />information becomes available. J Ryan will prepare a listing of recent <br />authorizations. <br /> * General discussion of the Early Retirement Incentive <br />legislation. Item will be further discussed at the October 10, 2002 meeting. <br />AC wishes to know what are the current unemployment benefits. <br /> * Gang of 8 update. Town and Schools will each compile a list <br />of "at risk" items totaling $4 million each <br /> * Discussion of the use of C 90 funds. E Michelson will <br />contact B Hadley <br /> * D Brown met with school personnel regarding a "budget <br />model". More discussion on the issue will follow. <br /> * S Spector discussed the Recreation Dept. capital needs, <br />$50,000 for Pine Meadows equipment and $50,000 for the Res parking lot on <br />Marrett Road as well as $30,000 for playground equipment.
