Capital Expenditures Committee (CEC) Meeting, 2/04/09, 8:30 am, Town Office Building, Room 111 Members Present: Ted Edson, David Kanter, Shirley Stolz, Bill Hurley, Charles Lamb (Chair) Motion: Approve minutes for 1/9/08, 1/16/08, 12/3/08, 12/10/08, 12/17/08, 1/14/08 (5:0) Review of Rob Addelson's (Assistant "1'own Manager & Town Comptroller) Capital Spreadsheet DK noted there have been many substantive changes between the spreadsheet (dated 12/30/08) and the Fiscal Year 2010 Town Manager's Preliminary Budget & Financing Plan, January 12, 2009 ("White Book"). The differences were discussed ([or comparative purposes only), but the Committee's review—as promised at the Budget Summit held on 1/15/09—was based on what's in the White Book. Discussion of the follow-up to be sent to the Town Manager, Director of Finance, Director of Facilities, and Board of' Selectmen regarding studies for Police Headquarters, Town Office Building, and Fire Headquarters renovations and Tra('f is Mitigation—all of' which had no Design & Engineering and Construction estimates listed in the 5-year plan. Discussion of 2009 Annual Town Meeting Warrant and Committee Assignments to Articles. Motion: Support Articles 20 (Street Acceptance—Pitcairn Place) & 21 (Street Acceptance Wisteria Lane) 4:1 (DK against) CL will try to het a Council On Aging representative in to talk to the CEC about Article 22 (Appropriate for Design/Engineering for Senior/Community Center at White House Site (Barnes Property)). Motion: Support Article 33 (Amend General Bylaw—Capital Expenditures Committee) (5:0) CEC will aim to publish its report to the 2009 Annual Town Meeting on 3/30/09.
