Minutes
Town of Lexington Capital Expenditures Committee
March 26, 2008
Place and Time: Town Office Building, Room 111, 9:00
AM

Members Present: Charles W. Lamb (Chair), Ted Edson (Vice-Chair), David G. Kanter, and
Shirley Stolz

Visitor: George Burnell (Lexington Selectman)

CWL called the meeting to order at 9:00
AM

Central Business District (CBD) Sidewalks

Regarding the meeting that was held after the Phase 1 review walking tour: The construction
was not to any vibration standard, but to be hospitable to the disabled, the Disabilities
Commission wants a vibration standard to address maintenance issues later on. Design &
Engineering (D&E) on Phase 3 would be 10% of the project cost if done “out of house”, or
nothing if done “in house”.

SS: Is concerned about trees.

Sentiment: No D&E or any funding until the Board of Selectmen says concrete-only.
Reasoning: There’s a 44% premium for brick versus concrete. Extravagant expenditure is
crowding out other work. Town needs sidewalks in other parts of the town. We would be better
off working on other priorities of the Center Committee.

Motion: Not support Article 15(d) (CBD Sidewalks). (Passed 4:0 and this Committee will not
offer an amendment to Article 15(d).)

Parker Manor Condominium Purchases (Article 9(g))

No change to our vote.

Motion: Oppose Dawn McKenna’s amendment. (Passed 4:0)

Reviewed the draft of our report to the 2008 Annual Town Meeting.

The meeting was adjourned at 11:00 .
AM

Respectfully submitted,

Charles W. Lamb

Approved April 30, 2008
