CEC 4/9/07 Stone Room, Cary Hall, TE, RB, BH, SS, CWL, DK

Lincoln Field Methane

DK: Town considered other designs and they have some leaway, but we're
locked into this solution. CV feels $550K is the upper bound. This
is presumed to last the life of the project (~ 10 yrs). So CV thinks
this is a one-time fix.

Motion: recommend approval of $550K on L.F. 5:0

Article 43:

DK: On Fiske, are we going to the well twice. Rob never submitted the
paperwork to DOR so this will be the first shot at increasing the
margin. Did the supplemental get bonded yet? Sentiment is to wait
before appropriating this so as to have leverage on the contractor.

$15K transfer (shelving was under $60K, climate control estimate was
over) Donna says shelving will not be over $45k. Transfer $15K from 4(d)
of 06 STM #1 (Shelving) to 28(i) of 06 ATM (Climate Control).

Motion: Recommend approval $15K transfer (5:0)

RB: points out that the process on vault was flawed.

DK: too many times we ask for $'s before we have good enough
estimates.

CPA Admin @$50K

TE/BH: it may not be enough for project management.

BH: Wants to see a job description.
TE: Suggests that we approve and let them come back next year.
BH: believes that as a long-term plan this is bad but he won't stand
in the way.
RB: Wants to see a job description. Let this be a one-year pilotproject.
BH: We really need a f/t coordinator like Karen Mullins, Karen
Simmons, or Mary Ann McCall-Taylor.
SS: Person must totally understand the role of CPA.
Motion: Recommend $50K for CPA Admin (5:0) CEC concerned that they're
underestimating the real needs of the CPC.
Article 38:
TE: would vote for rescision regardless of CPC.
RB: It's been hanging around for 8 yrs. Get rid of it
Motion: Recommend rescinding (5:0). Talk about the process in report
to TM.

DPW

Report to print on 4/23 (Monday).

Discussion of amendments.

Revote Article 35 w/ RB present (5:0).Adjourn: 10:30am
