<br />CEC 2/13/06 TOB 111, 10:00 am <br /> <br />TE, CWL, RB, SS, BH <br /> <br />Kanter (Liason) <br /> <br />Motion to approve all minutes up to 2/6/06 (1/9, 1/17, 1/30, 2/2 and <br />2/6). 3:0 (RB and BH not present yet). <br /> <br />Vault: TE to look at $60K estimate and SS to talk to Donna. <br /> <br />Westview Cemetery: TE/TB question estimated cost in view of BFAC <br />estimate of $10K. <br /> <br />Discussion of cash capital policy. <br /> <br />Resolved (5:0): <br /> <br />(1) $939,939 of stabilization fund should be earmarked for Cash Capital. <br />(2) We're still borrowing too much and creating a bow wave of debt. <br />(3) We're balancing the operating budget with debt. <br />(4) This is not good unless we expect that our capital needs will <br />decrease in the future. <br /> <br />Center Playground <br /> <br />TE: Agree that Center playground is a town asset and we should <br />maintain it. <br /> <br />Motion: The playgruond should be funded using CPA money if (1) CPA <br />passes, (2) it is legal, (3) it is presented by the committee, and (4) <br />TM approves it. If can't be funded with CPA, then it should be funded <br />using tax levy debt in FY07. <br /> <br />ADA TOB Ramp: <br /> <br />TE: It's important but it doesn't have to be funded this year. He is <br />concerned that citizens w/ disabilities should not feel like second <br />class citizens, but since there is another entrance available, the <br />work does not need to be done this year. <br /> <br />SS: At least do the door without the ramp. Not sure the ramp needs to <br />be done. Back door is fine as an entrance. <br /> <br />RB: People w/ disabilities know where ADA facilities are. We should <br />defer this a year. <br /> <br />
