CEC 10/24/05, Rm 105, TOB, 5pm

GB, TE, SS, CWL, WH, TB

Paul Ash, Olga, Bill Hartigan, TomG

Rebate for Clarke work looks like $124K. NStar still wants to do 2
major items and will rebate us for them. Lead time for Phase II
(condensers) is 4-5 months for acquisition of equipment.

Two options:

(1) A supplemental appropriation under Article 6 at STM.

(2) Use unspent appropriated capital monies from FY06. One candidate
is System-wide equipment from 2005/30 (scrubbers, bobcat, etc.) @
$143.5K.

Ash: Prioritizing System-wide equipment vs D&E, the D&E comes out more
important.

Hartigan: LHS roof D&E is more important.

Ted: Do all of the projects need D&E now, or we can we do some later.

SS: Doesn't like the fact that we'll be taking money from Peter to pay
Paul.

GB: If possible to redirect funds, it's wise to do it now, then
reappropriate new money at 06 ATM.

CWL: D&E for roofs is important. Unsure about piping and univents.

Bill Hurley: Support for D&E on roofs, but will follow SC/Sch-Admin
priorities on other D&E vs system-wide equipment.

TomG: Option is to go to summit saying we're going to reprioritize
with a commitment to go $0 on Article 6.

Bill Hartigan: HVAC is more important than some roofs.

Motion (GB): CEC supports School Admin effort to reallocate funds from
Article 30 (ATM 05) to cover D&E costs. Unanimous.

[Mtg moves to Appropr. Comm. meeting in 111] Gave our position to
them.
