<br />MEETING DATE 9/13/2001 <br />Meeting was held at the high school jointly with Appropriations and the Selectman. All CEC <br />members were present. <br />Meeting start: 8.40 PM <br /> <br />1. Discussion on school options. Presentation by school committee members with two <br />options -- one to go to the voters in fall with two new schools and one swing space and <br />other to go to the voters in spring with two new schools and two swing spaces. No <br />decisions. CEC unanimously presented their point of view that the schools should go to <br />voters in the fall. <br />2. Discussions on Conservation -- they are not ready now but will be ready in spring. <br />3. Discussion on Roads -- Dave Carboneau(?) of DPW presented20 miles, $7 million, 4 <br />year program. They are ready for fall. CEC unanimously presented their view that roads <br />were promised to the town and the project is ready and recommended that it should go <br />forward to the voters in fall. <br />Voted: <br /> <br /> "The Capital Expenditures Committee supports <br /> a Fall debt exclusion to build a new <br /> Harrington school and a new Fiske school." <br /> (5-0 and announced at the joint meeting) <br /> <br /> This vote assumed a single swing space, the <br /> old Harrington School. <br /> <br />Voted: <br /> "The Capital Expenditures Committee supports <br /> a Fall debt exclusion for the $7M DPW street <br /> program." (5-0 and announced at the joint <br /> meeting) <br /> <br /> This vote endorsed bringing the streets to the <br /> voters in the Fall even if no other capital <br /> projects were brought to the voters at that <br /> time. <br /> <br />4. Jean said in response to a question from Robin that the time line for override decisions <br />was 9/24 or 10/1 meetings of the selectmen. <br />5. Rick White presented budget schedule <br />a. Town Meeting March 25 <br />b. Formal Collaborative Budget Feb 25 <br />c. B.O.S and School Committee agreement Feb 14 <br />d. Budget Draft Jan 14 <br /> <br />Charles asked and was answered in the affirmative that the Jan 14 shall include the <br />capital budget. <br /> <br />Selectmen voted unanimously for the Feb 25 as official budget date. <br />Selectmen voted unanimously for Summit Meeting on Sept 19. <br /> <br />6. The CEC then moved to cafeteria. <br />a. Discussion summit strategy -- major items other than schools and roads might be <br />Senior Center at 201 Bedford along with DPW admin. Building, cash capital <br />policy change and small ticket items. <br />b. Shirley to pursue Kathy about progress on Senior Center issues. <br />c. Tom to ask for Summit Agenda <br /> <br />
