<br />CEC minutes - 8 February 2001 (draft) <br /> <br />The meeting was called to order at 7:45 PM by the vice-chairman. <br /> <br />Members Tom Griffths (TG), Shirley Stolz (SS), George Burnell (GB), <br />Narain <br />Bhatia (NB), and Charles Hornig (CH) were present. We were joined by <br />the <br />Appropriations Committee for a joint meeting. <br /> <br />TG presented the committee's preliminary positions on capital issues to <br />the <br />Appropriations Committee. The following issues were raised: <br /> - Can the Town handle the managementy load for all the school <br />projects? <br /> - TMMA should run a bus tour before the fall Town Meeting. <br /> - There was no support for returning to last year's capital policy. <br /> - There was support for paying for the library overrun out of non- <br />exempt <br />tax levy funds. <br /> <br />The Committee continued its meeting after meeting jointly with the <br />Appropriation Committee. The Appropriation Committee continued in Room <br />G-15, and the Capital Expenditures Committee continued its meeting <br />in the hallway outside of G-15, all members present. <br /> <br />Tom Griffiths indicated he wished to change his position on the <br />vote taken by the Committee February 6th relative to the library: <br /> <br /> "That any increase in the Town's commitment above the existing <br />$2.6M <br /> commitment should be treated according to the capital policy. <br />(That <br /> is, that if the increase is more than $1M that the debt be <br />excluded <br /> from the levy limit by the voters.)" <br /> <br />George Burnell made a motion to reconsider that vote which was <br />seconded. The Committee then <br /> <br />VOTED: Mr. Burnell's motion to reconsider. (4-1) <br /> <br />Mr. Burnell then made a motion for a substitute resolution. The motion <br />was <br />seconded and the Committee <br /> <br />VOTED: That the Committee supports Article 15 (concerning the library) <br />pending the final motion on that article. (4-1) <br /> <br />It was the Committee's understanding that its support for Article 15 <br />was tentative and could change depending on the nature of the motion <br />made under that article. <br /> <br />Deborah Brown reported straw polls taken within the Appropriation <br />Committee concerning CEC positions discussed at the joint meeting. <br />These are appended, below, from John Ryan's minutes of the <br />Appropriation Committee meeting. <br /> <br />
