<br /> <br />CEC minutes - 17 October 2000 (approved) <br />The meeting was called to order at 7:31 by the chairman. <br />The entire committee was present: Tom Griffths (TG), Shirley Stolz (SS), <br />Narain Bhatia (NB), George Burnell (GB), and Charles Hornig (CH). <br />Visiting were Deborah Brown and Sheldon Spector (Appropriations Committee), <br />Rick White (Town Manager), and Jeanne Krieger (Board of Selectmen). <br /> <br />The minutes of the meeting of 26 September 2000 were approved. <br /> <br />The chairman will send a letter to the department and committee heads from <br />whom we expect requests outlining what information we need. The letter will <br />be based on last year's. <br /> <br />Rick White and Jeanne Krieger came to discuss the FY02 budget process. Some <br />of the main points covered were: <br /> - We want to build on the policies adopted in previous years (cash capital, <br />etc.). <br /> - Recommendation of the Blue Ribbon committee will be a useful addition. <br /> - Need to demonstrate financial discipline (follow policies). <br /> - CEC's important role is to help prioritize capital projects. We can't do <br />everything at once. Tax rate had better nover go up more than 9% or so in a <br />year. <br /> - We need an overall plan for 10 years of large-ticket projects to resolve <br />the policital issues. <br /> - We discussed the status of current capital projects. <br /> - RW supported the idea of more voter education. There was lots of <br />discussion of what would be helpful/unhelpful to communicate. <br /> - Other boards won't engage on large-ticket capital for a while yet. <br /> <br />Future meetings were tentatively set for 11/7, 11/15, 11/21, and 11/29. We <br />will get DPW and the schools to commit, then schedule the other departments <br />around them. These will be a summit meeting on 12/6. <br /> <br />The Blue Ribbon committee is ready to approve a draft report. Some details <br />about the workding of their recommendation still need to be worked out. We <br />expect it to be presented to the Selectmen in November. <br /> <br />The meeting was adjourned at 9:00 PM or so. Minutes were taken and submitted <br /> <br />by Charles Hornig, clerk. <br /> <br />
