<br />CEC minutes - 26 September 2000 (approved) <br /> <br />The meeting was called to order at 7:40PM by the chairman. In attendance <br />were members Narain Bhatia (NB), George Burnell (GB), Tom Griffiths (TG), <br />Charles Hornig (CH), and Shirley Stolz (SS). <br /> <br />New officers were elected: <br /> Chairman: Tom Griffiths <br /> Vice-Chairman: Shirley Stolz <br /> Clerk: Charles Hornig <br /> <br />Members proposed a variety of goals for the coming year: <br /> <br /> - NB suggested public reporting of the progress of major capital projects. <br />There was much discussion of whether this would be useful or desirable. <br /> - CH suggested focussing on the big-ticket projects we would like approved <br />in 2001. <br /> - NB wants us to make sure that already approved capital funds are being <br />well spent. There was general agreement with this. <br /> - TG wants us to work more closely with the PBC, including having a liaison <br />(TG) and possible joint meetings. <br /> - TG and GB want to make sure we help set the agenda for capital budgeting <br />this year, not just react to others' agenda. <br /> - TG wants us to work closely with Appropriations. <br /> <br />The committee discussed what roles each member should play this year. TG and <br />CH suggested that it would be good to separate the budget process and policy <br />role from that of chairman, to keep the workload manageable. The roles <br />assigned were: <br /> <br /> NB: DPW liaison <br /> GB: Schools liaison <br /> TG: Selectmen, Town Manager, and PBC liaison <br /> CH: Conservation liaison, budget process & policy, public education <br /> SS: Fire, Recreation, and Library liaison <br /> <br />The Selectmen's Blue-Ribbon Capital Finance Advisory Committee will report <br />soon. From their last meeting, we expect that they will recommend preserving <br />the cash capital policy and limiting tax increases on a typical home to a 5% <br />average over the next 10 years. <br /> <br />There will be a summit meeting on 10/11 at 7:30PM in the Selectmen's meeting <br />room. The purpose is to all meet, discuss the schedule and early <br />information, and plan the next steps. <br /> <br />The committee will meet in 10/17 at 7:30 in the Selectmen's meeting room to <br />discuss: <br /> - the budget plan with Rick White and Jeanne Krieger <br /> - public education <br /> - department meeting schedule <br /> <br />The meeting was adjourned at 9:30PM. Minutes were taken and submitted by <br /> <br />Charles Hornig, clerk. <br /> <br />
