<br />Proposed Minutes for Capital Expenditures Committee Meeting March 13, 2000 <br /> <br />The meeting convened at 7:30pm in Room G-15 with the following members in attendance: Narain <br />Bhatia, Tom Griffiths, Charles Hornig, and Shirley Stolz. <br /> <br />This primary purpose of this meeting was to work on the Capital Expenditures Committee’s report <br />to the 2000 Town Meeting. <br /> <br />The Committee took the following four votes: <br /> <br />1. The Committee endorsed the operating override by a vote of 4 to 0. Because of the importance <br />of this vote, the Committee agreed not to characterize it as unanimous unless George Burnell <br />were in support of the override also. [The Clerk subsequently polled Mr. Burnell by telephone <br />and verified that he, too, supports the override.] <br /> <br />2. The Committee unanimously reaffirmed its support for Article 23, the Appropriation <br />Committee article requiring distribution of the Selectmen’s proposed budget to the financial <br />committees at least four weeks prior to the Town Meeting at which the budget would be <br />considered. <br /> <br />3. The Committee voted to present its data to Town Meeting with no lateral (or overall) sum for <br />capital expenditures. <br /> <br />4. The Committee voted unanimously to make no budget recommendations beyond five years for <br />spending on road reconstruction or any other capital item. <br /> <br />Part of the thinking on this last item was that the Town may want to consider carefully what street <br />reconstruction is really needed after it has resurfaced the roads that need resurfacing and performed <br />reconstruction on the highest priority roads in need of reconstruction. <br /> <br />Minutes by Tom Griffiths <br />
