<br />Minutes - Lexington Town Tree Committee <br />Nov. 13, 2003 @ 7:30 AM <br />Town Office Building: Rm. 111 <br /> <br />Attendance: J. Frey, K. Longeteig, D. Pinsonneault, A. Senning and S. Solomon, N. Walker <br /> <br />1. Minutes of the October 9 meeting were approved as amended. <br /> <br />2. Committee Composition: <br /> P. Mazerall wishes to resign. The Town Mgr. Lynn Pease will be contacted about his <br /> appointment as an Associate member. (JF) <br /> A list of suggested replacements will be sent to the Town Mgr. or Lynn Pease. <br /> <br />3. Tree Removals (To date): (DP) <br /> 145 By-law telephone calls: 188 trees removed, 420 to be replanted, 65 no action required. <br /> Brookhaven is projecting an expansion that would clear-cut the construction area (no official <br /> plans or date set for hearing). As the proposed area is not in a right-of-way or building <br /> setback, the Tree Committee would have no jurisdiction. <br /> <br />4. 102 N. Hancock: <br /> Four setback tree removed. (JW) No construction pending [30' front & 15' side right-of-way] <br /> (DP) <br /> <br />5. By-law Revision: <br /> Revision needed for clarity and insertion of stronger language. <br /> Suggest fines for infractions with monies to be accumulated in one of the Selectman's Gift <br /> Account for tree replanting. <br /> Define offenses more clearly [such as removal of trees without Tree Warden's approval]. <br /> (reeducation needed). <br /> Logistics of collecting fines to be explored (via Building Permit ?). D. Pinsonneault will work <br /> with Town Council. <br /> A penalty has never been imposed <br /> If and when monies are collected: Planting on-site should be a priority. <br /> Town Meeting approval of by-law revisions is necessary. <br /> <br />6. Tree Manual Revisions: <br /> A revision from the Nov. 6 ad-hoc meeting at J. Frey's has been circulated. <br /> Massachusetts Scenic Road legislation added as Appendix 3. <br /> Printing cost is now $2,367 (Grant is for $2,127). Added costs are for reprints, etc. <br /> All members are to submit time sheets to J. Wood. <br /> Correct one major item on p. 12. (NW) <br /> Proposed: "Trees planted over underground utilities are subject to review by the Tree <br /> Warden. <br /> A 'final review' editing session has been scheduled for Nov. 21 at K. Longeteig's prior to <br /> presentation to the Selectmen for approval. Eleven copies to be printed. <br /> <br />7. Selectmen's Breakfast: K. Longeteig represented the Committee. <br /> <br />8. Ringe Ave.: will not qualify for regional grant. Larger projects have higher priority. Jane Calvin, <br /> et. al., met at the site. Enthusiasm and a positive reaction to the work being done was noted. <br /> <br />9.
