<br />PLANNING BOARD MINUTES <br />MEETING OF APRIL 4, 2007 <br /> <br />A regular meeting of the Lexington Planning Board, was held in Room G-1, Town Office Building, and <br />called to order at 6:35 p.m. by Chairman Manz with members Zurlo, Hornig and planning staff McCall- <br />Taylor, Henry and Kaufman present. Mr. Canale arrived at 6:40 p.m. and Mr. Galaitsis arrived at 6:45 <br />p.m. <br /> <br />*********************** ARTICLES FOR 2007 TOWN MEETING************************** <br />Article 4, Inclusionary Housing: <br />There was a discussion by the Board about reconsideration of the Inclusionary Housing Bylaw, with <br />changes recommended by some Town Meeting members, i.e., raising the threshold from five housing <br />units to nine and giving the Planning Board discretion regarding location of affordable units on additional <br />sites. Mr. Hornig said, based on what he heard, there was little support for the Inclusionary Housing <br />Bylaw in any form. Since the Town of Lexington is above the 40B ten percent mandate there seems to be <br />no interest in pursing this any further, and clearly there are no changes that would change the consensus <br />of the Town at this time. Ms. Manz said Town Meeting members stated they were opposed due to a lack <br />of fairness, but as each such issue was addressed new concerns would be made known. Mr. Zurlo said <br />that the Board should consider the Town Meeting Members recommendations because it would be best to <br />get the bylaw passed, and amend it as needed rather than bring back a new bylaw in the future. He also <br />suggested the Board could consider a bylaw which was cost neutral to the developer. Mr. Hornig said <br />Section 49 allows for the option of getting a density bonus in return for providing affordable units. Mr. <br />Zurlo stated that it was not mandatory. <br /> <br />It was decided that the Board would not make a motion for reconsideration and they would only address <br />reconsideration if others brought it up at Town Meeting. <br /> <br />Article 5, Tree Management: <br />Ms. McCall-Taylor advised the Board that there may be an issue with the last sentence in the bylaw and <br />wanted the Board to be prepared to address this matter if raised at Town Meeting. <br /> <br />
