MINUTES -LEXINGTON CONSERVATION COMMISSION April 24, 2007 <br /> Commissioners present: Stewart Kennedy, Angela Frick, Philip Hamilton, and David <br /> Langseth <br /> Absent: Richard Wolk, Duke Bitsko, and Joyce Miller <br /> Others present: Karen Mullins, Administrator, Adam Bossi, Administrative Assistant, <br /> and Louise Vinci, Department Clerk <br /> Phil Hamilton, Vice Chair, opened the meeting at 7:15 p.m. in Room G -15, Town Office <br /> Building. <br /> 7:15 p.m. Continued Meeting: RDA, 286 Lincoln Street, Arlex Oil <br /> Attorney Ed Grant gave a brief update of what had occurred since last <br /> meeting. Arlex Owner, David Eagle and Chris Tomoula, MHF Designs <br /> Engineer met with Karen Mullins last week and submitted Engineer's <br /> letter, licensed site professional letter and revised plans. Chris Tomoula <br /> outlined changes to drainage system, which included adding trench drain <br /> piped to stormceptor and installing high point along driving access. <br /> Commissions comments followed: David Langseth asked about the <br /> diameter size of the trench drain. Mr. Langseth also asked about <br /> contamination test results. Mr. Tomoula responded by saying that the test <br /> showed contamination above standards only in the area where the old <br /> pumps were contained, and that the amount of contamination in that area <br /> had lessened through their past and present remediation efforts. Stew <br /> Kennedy asked for follow up on contamination tests in the future. Mr. <br /> Corey, Licensed Site Professional hired by Arlex, responded that testing <br /> would be performed under the on -going DEP review. Gloria <br /> McMeninmen of 264 Lincoln Street asked about canopy runoff and where <br /> it goes. Jeff Malloy Epsilon's Wetlands Consultant replied they would use <br /> a gutter type system and runoff would travel into a catch basin. Mark <br /> McGuire of 249 Lincoln Street expressed concerns about the increased <br /> potential of off -site contamination caused by the amount of traffic that <br /> would come from an increase in business due to the fact that where there <br /> was once one business, there would now be three businesses. Mr. Tomoula <br /> responded that the drainage system is designed to treat storm water runoff <br /> to remove TSS and petroleum hydrocarbons in accordance with standards. <br /> Mr. Maguire asked how much contamination is acceptable? Phil Hamilton <br /> answered; that the Conservation Commission had to act within their <br /> regulations and Arlex had met stormwater management standards. Angela <br /> Frick wanted to be ensured that gasoline runoff would not go into Vine <br /> Brook. Mr. Tomoula went over the proposed drainage system again for <br /> her. The Commission asked Ms. Mullins to incorporate the following <br /> conditions into the Determination of Applicability: <br />
