<br />Selectmen’s Meeting <br />September 12, 2011 <br /> <br />A regular meeting of the Board of Selectmen was held on Monday, September 12, 2011, at 6:00 <br />p.m. in the Selectmen Meeting Room, Town Office Building. Chairman Manz, Mr. Kelley, Mr. <br />Cohen, Mr. Burnell and Ms. Mauger; Mr. Valente, Town Manager and Ms. Pease, Executive <br />Clerk, were present. <br /> <br />Joint Meeting with Planning Board <br /> <br />Members of the Planning Board present: Mr. Canale, Chair, Ms. Ciccolo, Mr. Hornig; Mr. <br />Zurlo, and Ms. McCall-Taylor, Planning Director. <br /> <br />The Planning Board goals and work plan consist of at least three zoning changes for the fall or <br />spring town meeting, including the Dana Home rezoning, in the center business area will look at <br />greater height and use changes, and the current bylaws have some inconsistencies and <br />irrelevance. The Planning Board has retained counsel to look at and come up with proposed <br />non-substantive changes to the Zoning By-Law for the Annual Town Meeting. <br /> <br />The Planning Board would like to see the Selectmen complete the Stormwater Regulations soon. <br /> <br /> Hartwell Avenue Transportation Plan <br />The Planning Board reviewed the Transportation Overlay Implementation Program, which <br />includes 13 steps of specific actions that need to be taken. The Planning Board would like the <br />Selectmen to endorse the intent of the 13 steps; agree to champion the capital needs and be open <br />to providing some funding for this year’s budget planning; and agree to set up a working group <br />of a couple members from the Selectmen, Planning Board and staff from Planning and DPW to <br />clarify the 13 steps and what they mean. <br /> <br />Total cost of the 13 improvements is estimated to be about $30 million. When estimating <br />mitigation fees from developers over the next 2-20 years, it is estimated that only about $3 <br />million would be generated. To receive funding from federal and/or state the projects need to be <br />100 percent designed. It is important to start the design process now so possible funding sources <br />can be applied for when the opportunity arises. <br /> <br />Mr. Kelley is interested in a presentation on what the Planning Board approved for a final plan <br />and felt it should have been reviewed and approved by the Selectmen. <br /> <br />Mr. Canale explained the process of getting federal funding for projects over $10 million. <br />Projects have to be scored and listed in a long-range document, which is currently being <br />approved, then every couple of years the plan is modified and amendments occur. It is important <br />that the Hartwell project get designed and then into the 25 year plan and then into a TIP. Thee <br />needs to be a regional plan presented that would benefit Bedford’s 4/225 corridor and Hanscom <br />Air Force Base. Because of BRAC issues, Wood Street and other neighboring roads, as well as <br />the location and proximity of air force presence, there are a number of factors showing why it <br />would be a priority for the region. <br /> <br />
