HomeMy WebLinkAbout2011-02-22 CONCOM-min MINUTES – LEXINGTON CONSERVATION COMMMISSION February 22, 2011 Commissioners present: Joyce Miller, Stew Kennedy, Dick Wolk, Phil Hamilton, Duke Bitsko, Charlie Wyman (7:35), David Langseth (7:35) Others present: Emily Schadler, Conservation Assistant; Louise Vinci, Conservation Clerk Chair Joyce Miller opened the meeting at 7:30 pm in Cary Auditorium, Cary Memorial Building. 7:30 pm Hearing: Idylwilde Community Garden Improvements Documentation: Draft Recommendations for Improvements for Lexington Idylwilde Community Gardens, dated February 17, 2011 Update to: Draft Recommendations for Improvements for Lexington Idylwilde Community Gardens, dated February 22, 2011 Emily Schadler outlined garden improvement recommendations which included:  Relocating garden  Old garden phase out  Old garden restoration and site clean  Water  Fencing  Garden fees  Garden guidelines  Other amenities Comments from the Commission: David Langseth questioned if the Commission was being asked to approve funding. Ms. Schadler responded that the request was for approval of land use only and that funds were available in the 2011 budget. Charlie Wyman was concerned at the amount of time this project would demand from the conservation staff. Comments from the audience: Audience members’ comments were in favor of the project, and felt there was a need for water to be provided, and plots to be less shaded. Members of the audience questioned how often the field would be cut and if there would be room to ski around the new garden area in the winter. Ms. Schadler responded that the fields would be mowed once a year, the perimeter strip around the garden would be plowed two to three times a year and there should be room around the garden for skiing. Motion made and seconded to close hearing, 7-0 in favor. Motion made and seconded to approve recommendations, 7-0 in favor. 8:00 pm Vote on Land use Regulations Page 1 of 3 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING February 22, 2011 Motion made and seconded to extend current regulations until September 1, 2011, 7-0 in favor. The commission also discussed implementing parts of the Action Plan for Willard’s Woods within this six month period. 8:15 pm North Street Trail Improvements Keith Ohmart of the Lexington Conservation Stewards updated the Commission about the current thoughts on trail improvements on North Street conservation area. He described the proposal to extend the trail from North Street around the large pond. He asked for initial feedback from the Commission about the possibility of putting a 32’ footbridge across a wet section on the back side of the pond within 100 year floodplain. The Commission responded that the footbridge cubic yardage would have to be offset by removal of equivalent material elsewhere on the site at the same elevation levels, in accordance with floodplain regulations. Mr. Ohmart also asked for initial feedback from the Commission on repairing an eroded section on the pond shoreline and within the 100 year floodplain. Duke Bitsko noted that he had visited the site. Mr. Wyman asked if the cause of the erosion was known. The Commission asked for a site visit when the snowpack clears. 8:30 pm Cont. Hearing: ANRAD, 1377 Massachusetts Avenue, DEP# 201-812, BL 770; Map 39, Lot 65 Motion made and seconded to continue hearing to March 8, 2011 at the applicants request, 7-0 in favor. 8:35 pm Cont. Hearing: NOI, 12-18 Hartwell Avenue, DEP# 201-807, BL 764; Map 84, Lot 70C Present for the applicant: Dominic Rinaldi, BSC Group Adam Colangelo, applicant Documentation: Letter from Dominic Rinaldi dated February 16, 2011 with attached seed mix specifications. Landscape planting plan dates February 15, 2011 Dominic Rinaldi went over differences between the previously revised plan and th “Plan B” that had been submitted at the February 8 meeting as an alternative plan. Mr. Rinaldi explained that the as the Commission could only approve one plan the applicant had decided to seek approval of “Plan B”. Mr. Rinaldi then Page 2 of 3 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING February 22, 2011 presented the revised landscape planting plan, snow maintenance plan and gave details on the seed mix to be used in the bio-retention areas. Comments from the Commission follow: The Commission was concerned that the areas detailed for snow storage may be inadequate and in times of heavy snow the snow would be plowed towards the rear of the property next to the wetlands. Some of the Commissioners felt that if shrubs or a fence ran along the rear edge of the parking lot it would provide the wetlands with more protection.
