LEARY PROPERTY COMMUNITY HOUSING TASK FORCE <br />Room G -15, Town Office Building <br />Meeting Minutes of February 23, 2011 <br />Present: Bob Bicknell, Stephen Keane, Lester Savage, and Betsey Weiss. <br />Staff: Aaron Henry and Maryann McCall- Taylor. <br />Guests: Peter Smith and Kevin Maguire, of Oxbow Partners. <br />Community: Ken Kreutziger, and Bob Pressman. <br />Absent: George Burnell, Bill Kennedy, Wendy Manz, and Deb Mauger <br />Development Discussion with Oxbow Partners <br />The group's guests, Oxbow Partners, presented an overview of their redevelopment project <br />in the Town of Wayland. The site was a former Air Force Nike Missile site acquired by the <br />Town for open space and affordable housing via its CPA fund, a situation not unlike our own <br />and hence why the committee sought to hear from them. Mr. Smith was also the developer <br />of the Battle Road Farm development (in Lincoln), another project used by some members <br />of the group as an example of a good architecture and affordable housing. <br />Their impression of 116 Vine Street was that it was a site with good solar exposure, and <br />natural character, in a neighborhood of diverse housing types. Some of the challenges of the <br />site include the topography, and the small lot size. In their opinion, the wetlands and <br />stormwater management were going to be determining factors in what ever the Task Force <br />ultimately recommends to the BOS. They also raised questions regarding the permitting, <br />funding, unit mix, and parking. <br />Proposed Development Program Discussion <br />The Task Force quickly discussed the points agreed upon at the previous meeting, adding its <br />desire to include in the Status Report and Community Meeting material as much imagery <br />from the two presentations as possible. There was also a small discussion of the Town <br />Meeting request for the $30,000 CPA article and that there as been some negative feedback <br />from the Capital Expenditures Committee. More on this will be necessary. <br />Action Items <br />1. Staff to draft a Status Report to the BOS (date still not set) and community meeting <br />material (with imagery); and <br />2. Follow up on the questions from the CEC on the $30,000 request. <br />Future Meetings <br />The next Task Force meetings are tentatively scheduled for: <br />March 9 - Status Report and Community Meeting preparation; and <br />March 17 - Community Meeting (7 PM at the Housing Authority). <br />
