ANNUAL TOWN MEETING - MARCH 21, 1977 <br /> The meeting was called to order in Cary Memorial Hall at 8 :08 P. M. by the <br /> Moderator, Lincoln P. Cole, Jr. <br /> There were lay Town Meeting Members present. <br /> The invocation was offered by Rev. Harold T. Handley, Pastor Emeritus of the <br /> Church of Our Redeemer. 8:10 P. M. <br /> Town Clerk, Mary R. McDonough, read the warrant for the meeting until further <br /> reading was waived. 8:12 P. M. <br /> The Town Clerk read the Constable's Return of the Warrant. 8:12 P. M. <br /> The Moderator read the following resolution that had been adopted under <br /> Article 81 at the Adjourned Town Meeting held April 7, 1976: <br /> Resolved that Town Meeting Members abstain from voting in any particular <br /> matter in which to his knowledge, he, his immediate family or partner, a <br /> business organization in which he is serving as officer, director, trustee, <br /> partner or employee, or any person or organization with whom he is <br /> negotiating or has any arrangement concerning prospective employment, has <br /> any economic interest in the particular matter under consideration. <br /> I further move that the Town Clerk provide each new Town Meeting Member <br /> with material embodying the substance of this resolution. <br /> 8:13 P. M. <br /> Boy Scout Troop 139 of the Estabrook School was introduced to the Town <br /> Meeting by the Moderator. 8:13 P. M. <br /> Article 2. Edward E. Furash, Chairman of the Appropriation Committee, moved that <br /> the Report of the Appropriation Committee be accepted and placed on <br /> file. 8:14 P. M. <br /> After stressing the need to cut back this year with an estimated <br /> tax rate of $92.60, Mr. Furash stated that it is very unlikely that <br /> the budget would go down next year. <br /> Motion to accept the Report of the Appropriation Committee, as offered <br /> by Mr. Furash, carried unanimously. 8:20 P. M. <br /> George S. Silverman, Chairman of the Capital. Expenditures Committee, <br /> moved that the Report of the Capital Expenditures Committee be <br /> accepted and placed on file. <br /> Carried Unanimously. 8:23 P. M. <br /> Margery M. Battin moved that the Selectmen's Report on State/ <br /> Lexington Relations be accepted and placed on file. 8:23 P. M. <br /> Mrs. Battin stated that by accepting this report, the Town Meeting <br /> would also be accepting the following three resolutions which she <br /> then read. <br /> FIRST RESOLUTION <br /> COLLECTIVE BARGAINING <br /> WHEREAS: Compulsory and binding arbitration for public safety <br /> employees has been shown to undercut severly the powers of <br /> home rule by requiring an outside arbitrator to choose the <br /> final settlement; <br /> AND WHEREAS: The effect of the trial period of this law has been to <br /> undermine effective,collecti.ve bargaining; <br /> AND WHEREAS: This law has contributed significantly to higher local <br /> budgets and increased property taxes by raising the level <br /> of all local wage settlements; <br />
