Cohen, Jeanne Krieger, Wendy Manz, Leo McSweeney, Nathalie Rice, Admin. Asst.;
Sandy Shaw and Dick Wolk. Mr. David Kanter of the CEC was also present.
The meeting was called to order at 4:05 pm.
The purpose of the meeting was to take final votes on all thirteen projects which were
under consideration for funding by the CPC.
1.Historic Structures Update
Ms. Fenollosa reported that she had attended a Capital Expenditures Committee
meeting in which the Committee discussed its priorities. She said the Stone Building
has long been on their list, and there was also a great deal of interest in the white
building on Massachusetts Avenue owned by the Archdiocese. She reported that the
CEC said it would look favorably upon its restoration if it came before the CPC at
some point in the future. Mr. Wolk asked how the Historical Commission decides
upon a structure, and specifically how it judges whether a structure is worth restoring.
Ms. Fenollosa responded that the Historic District Commission, (for which she is the
representative), has no regulatory authority. It is the Historic Commission which
would impose a one year demolition delay, if needed, to assess the structural integrity
of a structure.
2.Votes on Projects
The Committee took preliminary votes on several projects as noted below:

3.LexHAB, Purchase of Three Properties
Ms. Weiss updated the Committee on the status of the LexHAB project. She said the
Ross Road property is still encumbered with liens, which LexHAB hopes to resolve
by mid-February. Mr. Kanter reported that LexHAB had reported to the CEC that it
wished to purchase the property only if it had clear title and was unencumbered by
liens. Ms. Krieger suggested keeping the project active with an appropriate budget
while the details of the purchase were worked out.
4.Busa Update
Mr. Cohen updated the Committee on the negotiations for the Busa property. He
stated that there are two articles on the Warrant for the acquisition, and that if it did
go on the market, the Town would have the right of first refusal. He said there were
variations in the various appraisals previously conducted for the property, and that a
Town appraisal was expected shortly.
5.Town Meeting Presentations
Ms. Weiss notified the Committee that she would like individual members to
introduce the articles at Town Meeting. She said members should write a short
summary of each article, and to be able to answer general questions. Ms. Rice will put
together the articles and send them to members for their review and editing for these
summaries.
There was a brief discussion of upcoming meetings, after which the CPC adjourned at
5:00 pm.
