SPECIAL TOWN MEETING - NOVEMBER 4 , 1991 <br /> The meeting was called to order by Moderator Margery M. <br /> Battin, at 8:00 p.m. , in Cary Memorial Hall. <br /> A quorum was present. <br /> 8:00 p.m. The invocation was offered by Reverend Eugene <br /> Curtin, St. Brigid' s Church, <br /> Town Clerk, Bernice Fallick, read the Town Warrant until <br /> waived and the Constable' s Return, <br /> The Moderator explained procedureF, for the evening, <br /> 8:06 p.m. Iris Wheaton spoke for the TMMA and its role <br /> in the site based management project for the schools. <br /> ARTICLE 1 . REPORTS OF TOWN BOARDS, OFFICERS, COMMITTEES <br /> 8: 1.0 p.m. Jane Pagett, Appropriation Committee, moved <br /> that the report of the committee be accepted and placed <br /> on file, <br /> Following a voice vote at 8: 11 p.m. , the Moderator <br /> declared the report to have been accepted and placed <br /> file. <br /> Mrs. Pagett then presented the report explaining that the <br /> local aid shortfall was in fact worse that had been <br /> anticipated when the budget had been passed last spring. <br /> She mentioned a Symposium on Lexington Finances to be <br /> held Saturday, November 16, at Clark Middle School, <br /> 8: 13 p.m. Renee Cochin, Human So vices, urged people to <br /> contribute to the Human Services Fund which is in great <br /> need, <br /> 8: 15 p,m, Paul Marshall , Selectman, announced that <br /> compost material is available at the old landfill for use <br /> by the community. <br /> ARTICLE 2. REDUCTION OF OPERATING BUDGET <br /> MOTION: That the vote passed under Article 4 of the <br /> Warrant for the 1991 Annual Town Meeting be amended by <br /> reducing the amounts appropriated under the following <br /> line items so that they read as follows: <br /> a. Line Item 1110 Public School Education $28,272,966 <br /> b. Line Item 2110 Contributory Retirement $2,117 ,752 <br /> The Appropriation Committee report given by the Chairman <br /> under Article 1 explained the need for this motion and <br /> the reasons why it should be supported. <br /> 8: 17 p,m. Presented by Selectman Jacquelyn Smith. <br /> 8: 18 p.m. Town Manager Richard White presented further <br /> information on both a and b. <br /> 8 ; 22 p.m. Lois Colt, School Committee, identified frozen <br /> budget items and reductions <br /> Following a voice vote at 8: 27 p.m„ the Moderator <br /> declared passage. <br />
