ANNUAL TOWN MEETING - MARCH 17, 1980 <br /> The meeting was called to order by Moderator Lincoln P. Cole, Jr. at 8:10 P.M. <br /> in Cary Memorial IIall. <br /> There were 187 Town Meeting Members present. <br /> The invocation was offered by Rev. Martin U. McCabe, Pastor of the Sacred <br /> Heart Church. The Moderator asked that the meeting remain standing for a moment <br /> of silence for past Town Meeting Members who had died since our last meeting - <br /> especially Rev. Harold T. Handley and Charles J. Code, Jr. 8:13 P.M. <br /> Town Clerk Mary R. McDonough read the warrant for the meeting until further <br /> reading was waived by the meeting. 8:13 P.M. <br /> The Town Clerk read the Constable's Return of the warrant. 8:13 P.M. <br /> Article 2. Mary W. Miley, Chairman of the Board of Selectmen, reported to the <br /> town meeting on procedural motions that were to be presented as <br /> follows: <br /> 1. Articles 3, 5 and 7 should be postponed for consideration or <br /> tabled until after Article 49 because of additional appropria- <br /> tions that may be necessary for this year's budget based upon <br /> inflation /fuel costs and a current impasse with the Police Union <br /> on the contract while bargaining is still continuing. <br /> 2. Motion should be made to divide from Article 4 Accounts 3770 <br /> (Patrolmen and Sergeants personal services) and 3800 (expenses) - <br /> to be brought up after Article 49 with the hopes that a Police <br /> settlement might take place by that time. <br /> 3. Motion should be made to divide from Article 4 Accounts 4900 <br /> (DPW Collective Bargaining) and 5800 (Garbage Collection) and <br /> 5850 (Sanitary Landfill) - to be taken up after Article 27 (Solid <br /> Waste Collection System). <br /> 4. Just after Article 10 a motion should be made to accept under <br /> Article 2 the report on Sewer Policy and Plans. It is anti- <br /> cipated that a motion will be made then to indefinitely postpone <br /> Article 11 as all questions have been answered in that report. <br /> 8:17 P.M. <br /> Donald B. White, Chairman of the Appropriation Committee, moved that <br /> the report of the Appropriation Committee be accepted and placed on <br /> file. 8:18 P.M. <br /> Mr. White gave a short explanation of the report and stated that, <br /> if all recommendations were adhered to, that the estimated tax rate <br /> would be $91.30. 8:22 P.M. <br /> Mr. White's motion that the Appropriation Committee Report be accepted <br /> and placed on file was declared carried unanimously. 8:22 P.M. <br /> Nyles Nathan Barnert, Chairman of the Capital Expenditures Committee, <br /> moved that the report of the Capital Expenditures Committee be <br /> accepted and placed on file. <br /> Carried Unanimously. 8:26 P.M. <br />
