HomeMy WebLinkAbout2019-11-07-BASS-min Board of Assessor's Meeting Open Session Minutes November 07,2019 A Meeting of the Board of Assessors was held on November 07,2019 at 8,45 a.m.in the Selectmen Meeting Room of the Town Hall Building In attendance, Gregory Johnson,Chairman,Casimir Groblewski,Member,Edmund C.Grant, Member, Robert F. Lent, Director of Assessing, Michael E. Golden, Residential Field Manager/Assistant Assessor and Sandra Pentedemos,Administrative Assessor. The Chairman, Gregory Johnson called the Meeting to order at 8,50 a.m. 0 pen Session Public Comment Time- Jill Hai,Vice Chair and Mamber Mark Sanden of the Board of Selectmen were present. Mark presented the Board of Selectmen's interest in obtaining the fiscal year 2020 Informational Tax Classification Packet in order to post publicly prior to the upcoming Board of Selectmen Public Hearing,dated November 18,2020. Mark expressed interest in Fiscal Year 2020 Information Tax Classification Packets Exhibit B; Historical Levy Summary and Exhibit D;Values by Clas& Residential,Commercial and Industrial of the Informational Tax Classification Packet. He pointed out the possible error within Exhibit 13,percentage of Commercial, Industrial and Personal Property(C/l/P)% Levy. Mark also mentioned the ue changes of 186 Bedford Street during 2019. He felt that this would have an impact to the 2020 assessed values being presented int packet. The Board of Assessor will consider the interest expressed in Exhibits A&D,and with Finance's further review and assistance will clarifying the results to be presented to the Board of Selectmen consideration for the C/I/P tax shift,Open Space, Residential Exemption and the Small Business Exemption. Robert Lent presented discussions and review of the Preliminary Fiscal Year 2020 Informational Tax Classification Packet in presented to the Board of Selectmen on November 18,2019.The Board reviewed each class of Residential,Commercial, Industrial and Personal Property assessed values and each Exhibit of the packet. Carolyn Kosnoff,Finance Director,introduced Jennifer Hewitt,Budget Officer and Krista Murphy,Town Accountant of the Finance Division whom assist in compiling the appropriations,the levy limits,debt exclusion and Prop 2 1/2 Increments for each years Informational Tax Classification Packet. Carolyn presented the updated Exhibit A;Tax Levy reflecting the New Growth Increment along with Debt Exclusion She noted the results of Exhibit B error of C/l/P%Levy, and will have Jennifer Hewitt, Budget Officer review formula for clarification. Carolyn also discussed the Exhibit D-1-Tax Rate Shift Options noting the Tax Increment Financed(TIF)properties,emphasizing the removal of New Levy Growth of new construction from the Fiscal Year 2020 assessed values to illuminate the intrinsic market change within each taxable class categories. Mike Tarello of Vision Government Solutions, Inc. presented the regional market trend perspectives and presented the Towns fiscal year 2020 valuation trends of the residential,commercial and industrial properties. Mike discussed the review of the Towns assessed classes (residential,condominiums, land,and apartments,commercial and industrial). The studies were based from sales analysis of calendar 2018 market,the land to building ratios,price quartiles,and the ins la analysis of commercial/industrial that were performed for the fiscal year 2020 revaluation. Sandra Pentedemos presented the fiscal year 2021 Chapter 616 Recreational Applications received on or before October 1, 2019 The Board suggested that all chapter land application returns to include the State Tax Form CL-1(61 B) Property Owners Acknowledgement of Right Obligations under Classified Recreational Program. Sandra will reach out to Peacock Farm Associates to speak with Treasurer regarding their application return. Sandra will mailed out the Form CL-2, Notice of Action on Application to each Recreational Land Owners The Board voted 3-0 in favor of the fiscal year 2021 Chapter 61 B Recreational Applications received.
