545 <br />BOARD OF HEALTH MEETING <br />FEBRUARY 3, 1975 <br />The regular meeting of the Board of Health was held Monday, February 3, 1975 <br />at 7:00 P.M. in the Conference Rood G-15 of the Town Office Building. Members <br />present were: Dr. William L. Cosgrove, Chairman; Mr. James W. Lambie, Dr. Chas. <br />Ellicott and George A. Smith, Director of Public Health. <br />The minutes of the January 6, 1975 meeting were approved as typed. <br />Dr. Ellicott did question the action regarding the "Barefeet" Regulations BAREFEET <br />but when he saw that these regulations were again to be discussed he withdrew <br />his comments. <br />The definitive subdivision plan entitled "Bicentennial Estates" were ap- BICENTENNIAL <br />proved subject to the following conditions per the Town Engineer: 1. the - ESTATES <br />water service is to be looped through to Middle Street. 2, the drainage systems <br />still requires calculations for a closed system in order that the Town Engineer <br />may verify the pipe sizing. <br />The definitive subdivision plan entitled "Lowell Estates, Section II" was LOWELL <br />approved provided the drainage specifications asked for in the Town Engineer's ESTATES <br />letter to the Planning Board was complied with. <br />The application to establish and practice massage in her home by Deborah MASSAGE <br />Waldron, 66 Munroe Road, was discussed by the Board. LICENSE <br />Mr. Smith explained that the application indicated that Miss Waldron wanted <br />to use a sewing or TV room in her home at 66 Munroe Road to practice massage. <br />This would not meet the specifications in our massage regulations and would also <br />be a matter which would have to go before the Board of Appeals. He went on to <br />say her education did not appear adequate or in keeping with our regulations, <br />also Miss Waldron was going to Amherst to attend the University and he felt that <br />this license was more or less a stepping stone to opening a massage parlour there <br />where they have no regulations. <br />The Board discussed this application and voted to disapprove the application <br />because Miss Waldron did not have a suitable physical plant to work in and also <br />the education mentioned on her application was not adequate. It was agreed that <br />-if Miss waldron should acquire more education she could then re -apply for a <br />massage license. <br />The proposed amendments to our present massage regulations were read and <br />discussed by the Board. <br />Dr. Ellicott asked why a massage parlour had to be endorsed by the <br />Chief of Police. <br />Mr. Smith said that the State law stated that the police have a right to <br />inspect Massage parlours at any time. <br />MASSAGE <br />REGULATIONS <br />AMENDMENTS <br />The Board asked if the police should have the right to veto an application <br />for a Massage parlour. <br />Mr. Smith said that could be changed , his object was to be sure that all <br />establishments were legitimate but the regulation regarding the hours of op- <br />eration would almost govern that. <br />
