Mr. Heustis reported that Dr. Cosgrove had received a rash of complaints about the restaurants in town. Some of the RESTAURANTS 11 complaints were dirty untensils, dirty restaurant areas, and the food was being served cold. These calls seem to have subside . Mr. Heustis said he had stopped into the restaurants and explained. what was expected of the staff, HARD OF M;r. Heustis said he had contacted Mrs. Kennedy of the Hard HEARING of Hearing Guild and set the dates of May 7 through May 11 for CLINIC the mobile unit to be in Lexington. If these dates are approved by the Board a confirmation letter will be sent to the Guild. The Guild will expect the two hundred dollar donation from the Rotary Club as was given last year. The advertising for the clinic will be worked out with the Rotary Club. The Board approved these dates and Dr. Cosgrove instructed the clerk to write to the treasurer of the Rotary Club about the donation for the Guild. The advisory letter regarding the treatment of suspected tuberculosis patients who are known alcoholics with I.N.H. was ALCOHOLISM read and placed on file. Dr. Ellicott reported on the meeting he attended at Mystic Valley Mental Health Association on alcoholism. The new alcoholic law will be in effect July 1, 1973. Middleses Regional Hospital has an alcoholic unit in operation now. This unit is equipped to give extensive care for alcoholics. The next meeting of the Board of Health will be held Monday, February 26, 1973. Meeting adjourned. The meeting was changed from February 26, 1973 to March 5, 1973. BOARD OF HEALTH MEETING MARCH 5, 1973 The regular meeting of the Board of Health was held Monday, March 5, 1973 at 7:00 P.M. in Conference Room G-5. Members present were: James W. Lambie, Dr. Charles Ellicott, Robert C. Heustis, Director of Public Health. The minutes of the February 5, 1973 meeting were approved as read but Mr. Lambie and Dr. Ellicott would like to bring up the "no variance of acreage" for keeping horses at the next meeting. At 7:30 P.M. Mrs. Mary Welch, Executive Director of Mystic MYSTIC VALLEY Valley Mental Health Association came before the Board to MENTAL HEALTH discuss their budget request. BUDGET Mrs. Welch thanked the Board for allowing her to cm and discuss the budget requests. 1 469' Mr. Lambie said he wished he could have the total income budget including the State funds. Mrs. Welch showed graphs and charts which showed all the funding including the State funds. Copies of these graphs were made available to the Board. Mrs. Welch discussed new programs and means of financial assistance anticipated for the 1973-74. year. She did say that with the suggested hold the line policy for local funds the clinic would not be able to provide the services as it has in the past two years. She went on to explain that some areas of financing had been cut such as Blue Cross and Federal funding of the staff. Dr. Ellicott said the trend, by the Towns, to hold the line in all budgets was done then he felt MVMHA would have a hard time selling any type of increase over the recommended 3% to the Town Meeting. Mr. Lambie said he wondered when this program was going to stabilize. Referring to one of the graphs Mrs. Welch showed at the beginning of the meeting which showed a growth of funds and family care, Mr. Lambie said there seemed to be no point of stabilization. After a great deal of discussion Mrs. Welch thanked the Board and retired. Mr. O'Connell had recommended previous to this meeting that no action be taken unless there was a full board and also he ad- vised that before any change was made in the approved figure it should be reviewed with the Board of Selectmen, Appropriation Committee and Town Manager. Mr. Lambie and Dr. Ellicott suggested that M'.ffettstis.'arrange a meeting with the various boards. Mr. Heustis reported that he had met with people at Greeley MEDICAL Village to discuss the pilot program for medical care for the CARE FOR elderly. They have arranged to use the facilities at the Village. ELDERLY This program can start as soon as the publicity and funding are finalized. All the doctors have agreed to have their name used for referral. Only one doctor felt this was not a good service. Arrangements are moving along well for the Hard of Hearing HARD OF Clinic. All the Town Boards and Departments have been notified HEARING of the dates and times the clinic will be conducted. Mr. Heustis reported that Mrs. Mogan had called about the outbreak of German Measles in the High School. She said she felt that it was almost an epidemic. The Health Department has GERMAN only had 19 cases of German Measles reported since January 1, MEASLES 1973. The house visits made by the Visiting Nurse showed that the patients are all over 13 years and had never had German Measles Vaccine. The younger children who have had the vaccine are not picking up the disease.
