1 <br />1 <br />1 <br />BOARD OF HEALTH MEETING <br />MARCH 10, 1969 <br />The regular meeting of the Board of Health was held Mon- <br />day, March 10, 1969, at 7:00 P,M, in the Board of Health Office. <br />Members present were: Dr. William Cosgrove, Chairman, Dr. Charles <br />Colburn, James W. Lambie and Robert C. Heustis, Director of <br />Public Health. <br />The minutes of the February 3, 1969 Meeting were approved <br />as read. <br />Mr. Heustis reported that since the order to repair an 500 LOWELL <br />over -flowing sewage system at the dwelling owned by Paul Rosa STREET <br />at 500 Lowell Street had been sent he had talked to Mr. Rosa <br />who claims that when Laconia Street was repaired by the Town <br />of Lexington his leaching field was damaged by the work. <br />Copies of letters written to the Town Engineer in 1967 <br />by Mr. Rosa stating the damage done to the leach bed and that <br />he helt it was the Town's responsibility to repair the damage. <br />Copies of correspondence to and from the Board of Selectmen <br />to •Salvatore Ferraguto regarding the finished grades of the <br />Street which were 8 to 10 inches higher than his driveway, <br />therefore, when it rained or there was a run off the Street <br />his driveway acted as a catch basin. He also was complaining <br />about the overflow from Mr. Rosa's Septic system as the <br />effluent ran into his driveway and stayed there. <br />Mr. Heustis said he had talked to Mr. Gray, Ececutive <br />Secretary, about this problem and at the present time it is <br />expected that public sewer will be available early in the <br />Spring. However, the only solution at the present time is <br />for Mr. Rosa to have this system pumped and keep it pumped <br />out until public sewer is available. Mr. Heustis said he <br />would make a dye test as soon as the weather permits to be <br />positive the effluent is coming from the Rosa sewage system. <br />The Board agreed this nuisance must be abated even though <br />Mr. Rosa was negotiating with the Town for damages. <br />Mr. Eugene F. Delfino, 94 Reed Street, whose appli- HORSE PERMIT <br />cation for a permit to keep 1 pony and 1 horse was denied DELFINO <br />at the last meeting because of insufficient land, submitted <br />a letter from Mr. & Mrs. Sam Borella, owners of property at <br />9 Ward Street, granting Mr. Delfinio permission to use their <br />property for the horses in order to meet the required acre <br />of land. <br />
