1 1 1 BOARD OF HEALTH MEETING MARCH 10, 1969 The regular meeting of the Board of Health was held Mon- day, March 10, 1969, at 7:00 P,M, in the Board of Health Office. Members present were: Dr. William Cosgrove, Chairman, Dr. Charles Colburn, James W. Lambie and Robert C. Heustis, Director of Public Health. The minutes of the February 3, 1969 Meeting were approved as read. Mr. Heustis reported that since the order to repair an 500 LOWELL over -flowing sewage system at the dwelling owned by Paul Rosa STREET at 500 Lowell Street had been sent he had talked to Mr. Rosa who claims that when Laconia Street was repaired by the Town of Lexington his leaching field was damaged by the work. Copies of letters written to the Town Engineer in 1967 by Mr. Rosa stating the damage done to the leach bed and that he helt it was the Town's responsibility to repair the damage. Copies of correspondence to and from the Board of Selectmen to •Salvatore Ferraguto regarding the finished grades of the Street which were 8 to 10 inches higher than his driveway, therefore, when it rained or there was a run off the Street his driveway acted as a catch basin. He also was complaining about the overflow from Mr. Rosa's Septic system as the effluent ran into his driveway and stayed there. Mr. Heustis said he had talked to Mr. Gray, Ececutive Secretary, about this problem and at the present time it is expected that public sewer will be available early in the Spring. However, the only solution at the present time is for Mr. Rosa to have this system pumped and keep it pumped out until public sewer is available. Mr. Heustis said he would make a dye test as soon as the weather permits to be positive the effluent is coming from the Rosa sewage system. The Board agreed this nuisance must be abated even though Mr. Rosa was negotiating with the Town for damages. Mr. Eugene F. Delfino, 94 Reed Street, whose appli- HORSE PERMIT cation for a permit to keep 1 pony and 1 horse was denied DELFINO at the last meeting because of insufficient land, submitted a letter from Mr. & Mrs. Sam Borella, owners of property at 9 Ward Street, granting Mr. Delfinio permission to use their property for the horses in order to meet the required acre of land.
