197 <br />BOARD OF HEALTH MEETING <br />JUNE 14, 1968 <br />The regular meeting of the Board of Health was held June <br />1t, 1968 at 7:00 P. M. in the Selectmen's Room of the•Town <br />Office Building. Members present were, R. L. McQuillan, Chair- <br />man, Dr. William Cosgrove, Dr. Charles Colburn and Robert <br />Heustis, Director of Health. <br />The minutes of the May 5, 1968 meeting and the Special <br />1°leeting May 28, 1968 were approved as read. <br />The area known as the "Old Res" was again discussed by OLD RES <br />the Board. Mr. McQuillan reported that although the Board MARRETT <br />of Health and the Selectmen both disapproved the development "RD., <br />of this area for bathing purposes at the Town Meeting the <br />article on the warrant was passed. <br />Following the Special Meeting of the Board with Mr. Cortel <br />and Mr. Bond of the Recreation Committee a letter was sent to <br />the Board of Selectmen, prior to the Special Town Meeting, stating <br />that further bio -engineering studies should be made of the 'Res' <br />before any development of this area was started. <br />A letter has been received from John C. Collins, Director <br />Division of Sanitary Engineering, State Department of Public <br />Health confirming the findings as stated in our report to the <br />Town Meeting and the Board of Selectmen. Mr. Collins has also <br />offered the assistance of one of his engineers in carrying out <br />this additional study during the summer of 1968A <br />The Board discussed the laws available governing swimming <br />areas and agreed that rules and regulations should be adopted <br />by the Board which would govern natural bathing areas. The State <br />Sanitary Code covers swimming pools but as far as can be determined <br />there is no ruling requiring a Board of Health to approve a pond <br />or area before a bathing place is developed. <br />The Board instruced Mr. Heustis to contact the State Health <br />Department to see if there was any laws governing natural bathing <br />areas, before and after development. Mr. Heustis showed the <br />Board acopy of the rules that the Town of Winchester has adopted <br />governing bathing places such as this. The Board asked that <br />copies of these be sent to them for further study. <br />Dr. Colburn suggested that as the State report coincided <br />with our report to the Selectmen,and in view of the fact, that <br />Mr. Cortel, Consulting Biologist, at the special meeting was <br />not willing to guarantee that his proposals would develop the <br />'Old Res' in a satisfactory way to assure that all public health <br />standards would be maintained a letter be written to the Select- <br />men recommending that no action be taken by the Town on this <br />development until further studies had been made by qualified per- <br />sonnel. He said he felt we should go on record to the Selectmen <br />that we disapproved this project until further study had been made. <br />
