114 <br />69 <br />69 SPRING <br />ST. <br />305 WALTHAM <br />STREET <br />BOARD OF HEALTH MEETING <br />NOVEMBER 3, 1967 <br />The regular meeting of the Board of Health was held Friday, <br />November 3, 1967 at 7:00 P.M. in the Selectmen's Room of the <br />Town Office Building. Members present were R.L. McQuillan, <br />Chairman, Dr. William Cosgrove, and Dr. Charles Colburn. Mr. <br />Heustis was unable to attend this meeting. <br />Minutes of the October 6, 1967 Meeting were approved as read. <br />The problem of Russell M. & Corinne T. Johnson, 69 Spring <br />Street, who were ordered June 5, 1967 to connect the dwelling <br />owned by them to public sewer in order to abate the nuisance of <br />an overflowing cesspool was discussed by the Board. Mr. <br />McQuillan said he felt this case had gone on long enough and if <br />the Board agreed he would instruct Mr. Heustis to take this case <br />to court. Motion was made and dully passed that Mr. Heustis <br />be instructed to take court action against Russell M. & Corinne <br />T. Johnson to have the dwelling owned by them connected to <br />public sewer without any further delay. <br />Mr. McQuillan explained to the Board that he had met with <br />Mr. John Brucchi on Tuesday, October 24, 1967, to discuss a <br />sewage system being installed by Mr. Brucchi for a new house <br />at 305 Waltham Street. Mr. McQuillan explained that this lot <br />had a great deal of ledge on it and therefore it was important <br />that the septic system be designed to funtion properly. He <br />went on to explain that test holes were dug and the lot approved <br />by Mr. Lucas of Whitman & Howard in April of this year. The <br />lot approval was given on the tests made where the test holes <br />were dug and the owner instructed to put the septic system in <br />that area. The owner was also instructed to obtain an engineers <br />report and design for the septic system, this report to be filed <br />in the Health Department Office. <br />In September when Mr. Lucas and Mr. Heustis made a routine <br />check of this lot they found the house was built over the original <br />test hole area. The owner, at that time, was told he would have <br />to dig new test holes and also call in an engineer to design and <br />place a workable system. This was not done, When Mr, Brucchi <br />started to install the septic system Mr. Heustis told him that <br />he would have to have an engineer's report with grades etc., this <br />Mr. Brucchi refused to do. He stated he did not see the need <br />for such added expense and therefore when Mr. Lucas refused to <br />let Mr. Brucchi go ahead and put in a system without a plan Mr. <br />Brucchi requested this meeting with Mr. McQuillan. Mr. Brucchi <br />stated to Mr. McQuillan he felt that Mr. Lucas was being very <br />unreasonable. Mr. McQuillan explained to the Board that he <br />finally made Mr. Brucchi understand that when a lot was as <br />questionable as this particular lot is that an engineer's re- <br />port was necessary, also that Mr. Lucas did not design system's <br />tri <br />044 <br />1 <br />1 <br />1 <br />
