L 22 <br />co <br />CJ' <br />BOARD OF HEALTH MEETING ocr <br />MARCH 6, 1967 <br />The regular meeting of the Board of Health was <br />held Monday, March 6, 1967 at 7:00 P.M. in the Board of <br />Health Office. Members present were: Dr. William <br />Cosgrove, Acting Chairman., Mr. James West and Mrs. Jones, <br />Clerk, Board of Health. <br />Minutes of the February 6, 1967 meeting were <br />approved as read. <br />1 <br />The Clerk reported that since their last meeting AIR <br />three residents had requested to attend the Board POLLUTION <br />Meeting to discuss the Article on joining the Metropolitan <br />District on Air Pollution. <br />Mrs. Greene requested in Article 92 that the <br />Town of Lexington make application for admission to <br />the Metropolitan Air Pollution Control District under <br />the provisions of Section 142B of Chapter 111 of the <br />General Laws of the Co,anonwealth of Massachusetts. <br />Dr. Cosgrove explained that at the February Meeting <br />the Board had discussed the problem of Air Pollution, <br />and what could be done by the Board to help the situation. <br />He said from the previous discussions by the Board <br />with Mr. Finneran, and also from the information material <br />we had he wondered if we really needed this service. <br />Mr. West pointed out that leaf burning and refuse <br />burning were the major problems in Lexington and the <br />Fire Department was the authority for issuing the per- <br />mits for these open fires. <br />Mrs. Greene presented charts of the percentage <br />of Air Pollution and the causes. She also stated that <br />Lexington was one of the few Towns bordering Route 128 <br />that did not belong to the District. Mrs. Greene <br />pointed out that we wo{jld be buying a service and <br />therefore have a voice in complaining about inversion <br />from the surrounding Towns. She explained the service <br />charges were based on 50% population and 50% assessment <br />of the Town. This would mean about $1000. to the <br />Town of Lexington. <br />Dr. Cosgrove and Mr. West both agreed with Mrs. <br />Greene that last fall the Air Pollution was bad but <br />as long as the Fire Department issued permits we could <br />do nothing. The atmospheric conditions of last, Fall <br />was unusual and was a problem all along the eastern <br />sea board. <br />Dr. Cosgrove pointed out to Mrs. Greene that the <br />Board of Health intended to draw -up and legally adopt <br />regulations that would cover the problem of -open burning <br />and other air pollution as soon as possible. <br />The gentlemen present asked Mrs. Greene if she <br />had talked to the Board of Selectmen about this article. <br />She replied, she had not. <br />1 <br />
