The subdivision entitled "Gleason Terrace" was approved by the Board in accordance with the Whitman & Howard report. BOARD OF HEALTH MEETING JUNE 1, 1964 19 COUNTRY CLUB MANOR, SEC.2 GLEASON TERRACE The regular meeting of the Board of Health was held Monday, June 1, 1964 at 7:00 P.M. in the Health Department Office. Mem- bers present were: R.L. McQuillan, Chairman, Dr. William Cosgrove, Mr. James M. West and Director of Health, Mr. James F. Finneran. read. The minutes of the May 4, 1964, meeting were approved as The letter to Mr. Gennaro Capoldi, Colonial Development LOTS 34 & 35 Corporation, stating that Lots 34 and 35 of the subdivision entitled "Colonial Acres, Section 3" had been re -inspected and the restrictions placed on them removed by the Board of Health. The letter to Mr. George H. Matheson, 62 Buckman Drive 62 BUCKMAN DR, regarding an overflowing septic system was approved by the Board. The letter from Richard F. Rodenhiser, operator of a RODENHISER sewage disposal company, regarding the work and charges for the work done by his company at 13 Rumford Road was discussed by the Board. 20 Mr. Finneran explained that about a month after the work was done the owner at 13 Rumford Road called him for advice be- cause the system was not functioning properly. At that time he recommended additional leach lines and when he went out to in- spect the work done he talked to the home -owner and when they told about the work done by Rodenhiser Firm he suggested they check the distribution box. This was done and it was found that there was no cover on the distribution box and the box was full of dirt and loam therefore blocking the pipes to the leach bed. The home -owner at that time showed him the statement of work done and also the bill from the Rodenhiser Firm. Mr. Fin- neran said he questioned the fee and the work done and he called Mr. Rodenhiser on the phone and talked to him about it. The Board discussed various methods of protecting the public against the over -charge made by some of the sewage disposal com- panies. It was finally decided that an article warning the people to be sure that the firms they hire to do sewage dispoal work are reliable and that they may also call the Health Department for companies reconunended for this work. 8 GOODWIN The copy of the letter from John Carroll, Superintendent ROAD of Public Works, to Mr. Robert P. Outerbridge, 8 Goodwin Road was placed on file by the Board. Mr. Outerbridge has stated that before he would connect his house to the private sewer line servicing Mr. Daniel Lynch's home on Goodwin Road he wanted a map of this private sewer line showing where the line crosses Goodwin Road from the Lynch pro- perty and through an easement on the Spencer property to the public sewer line on Hancock Street. Mr. McQuillan asked if we hired Whitman and Howard to make the map could we then order Mr. Outerbridge to connect to this sewer line. Mr. West and Dr. Cosgrove both agreed that if as stated by Mr. Outerbridge in a report sent to all Board members, only the drawing of the map was holding him up in connecting his home to common sewer by way of the private sewer line at Lynch's property than by all means have Whitman and Howard draw a map of this private sewer line. Mr. Finneran said that he had checked with Town Council, Mr. Legro, on this problem and Mr. Legro has stated that be- cause this house would have to connect to the private sewer line the Board of Health cannot order him to do this unless an agreement is obtained from all people involved,and unless he had a signed statement from Mr. Outerbridge saying that he would connect to the sewer as soon as this map was drawn he would hate to have the Board pay the expense of Whitman and Howard making a map for Mr. Outerbridge. The Board agreed with Mr. Finneran and felt that they had gone as far as they legally could with this problem. The only thing left is to make sure that the present cesspool is kept clean so that it will not over -flow and create a nuisance. 1 1 1 21 The animal and swine permit from Carroll Brothers held CARROLL over from last month was discussed by the Board. BROTHERS Mr. Finneran reported that he had made a re -inspection at the Farm after he had sent a letter stating the things that must be done before apermit could be issued. At the re -inspection he found the pens repaired, but on May 23rd while driving on Waltham Street he noticed seve^al hogs outside of the pens roaming in the cow pasture. On Friday, May 29, a complaint was received from a resident on Waltham Street regarding the odor and of pigs roaming near the yards on Blossomcrest Street. Mr. Finneran went on to say that he has ordered inspections by the Department of Agriculture, Livestock Division, and also the Dairy Division. He recommended that the Board hold this permit for another month. The Board agreed that until conditions at Carroll's Farm were satisfactory they could not issue this permit. A discussion of the change in the Town By Laws as requested NURSING by the Board of Appeals in regard to Zoning for Nu -sing and Con- HOMES valescent Homes was discussed b the Board. Mr. Finneran explained that in granting a license for a Nursing or Convalescent Home the local Boards of Health had no responsibility to the Zoning. The State approved the plans and held a public hearing on the location etc. The State did require a statement of approval from the Zoning Board to be filed with the application for a license for a nursing home. The Board of Health also had to certify to the suitability of a Nursing Home before the State issued a license. After the initial license is issued by the State the local Boards of Health may inspect the Nursing Homes at any time and they are also required to sign the license renewal application every two years certifying to the suitability of the homes. After further discussion it was agreed that a letter be sent to Mr. Lincoln Cole, Chairman of the Board of Selectmen, stating the responsibility of the Board of Health in regard to Nursing Homes and also copies of the law will be sent to Mr. McQuillan and Mr. West for reference for the Special Town Meeting. Mr. Finneran reported that a letter was received from the Board of Selectmen of a complaint from Mr. Evert N. Fowle 12 Winthrop Road, of sewage •in a drainage ditch in the rear of 19 Slocum Road. Mr. Fowle also stated that he had made an appeal to the Board of Health previously and had received no answer. Mr. Finneran said he made an inspection and found the drainage ditch dry so was unable to take a sampling for lab- oratory analysis. An inspection of the cesspool in question showed no evidence of overflow and although this cesspool was about 50 years old it does meet all the standards of the Mass- achusetts Sanitary Code. In regard to the statement that pre- vious complaints had been ignored our records show that an 19 SLOCUM RD 22 inspection was made May 23, 1963 and a sampling of water in the ditch taken at that time. No physical evidence of sewage effluent has been found in the drainage ditch at the time of the inspections in 1963 and 1964. A letter was sent to the Board of Selectmen stating the results of both the 1964 and the 1963 inspections. The Board approved the action taken by Mr. Finneran in this matter. ANIMAL The animal permit for Plato A. Spillios, 110 Shade PERMIT Street to keep 3 sheep was approved by the Board on the recommendation of Mr. Finneran that the pasture area be enclosed with fencing and a suitable pen be constructed to house the animals. RUBBBISH The permit to collect rubbish for Russell Brothers, PERMIT Cambridge, Mass. was signed by the Board. CULTURE Mr. Finneran reported on the Streptococcal Throat culture PROGRAM program and stated that at present on the weekend culturing we had gone 100 dollars over the sum allotted but that a letter will be sent to all Doctors stating that the week -end of June 13 will be the last week -end the Board of Health will assume the responsibility of paying the laboratory fees. It is hoped, that by September when school resumes the new State Regulations will be adopted thereby enabling us to drop this culture program. Meeting was adjourned at 8:45 P.M. 1 1 1
