ib <br />ANIMAL <br />PERMIT <br />BOARD OF HEALTH MEETING <br />MAY y., 1964 <br />The regular meeting <br />May 4, 1964 at 7:00 P.M. <br />Members present were R.L. <br />Cosgrove, Mr. James West <br />Public Health. <br />of the Board of Health was held Monday, <br />in the Health Department Office. <br />McQuillan, Chairman, Dr. William <br />and James F. Finneran, Director of <br />The minutes of the April 6, 1964 meeting were <br />as read. <br />approved <br />The application for an animal permit from George E. <br />Williams to keep 3 horses on property he owns on Valley- <br />field Street was discussed by the Board. Mr. Finneran <br />explained that at the present time this is vacant property <br />Mr. Williams has his home on Kendall Road. The land is <br />very low, actually swamp land and would not absorb any <br />wastes from the horses thereby creating a bad health hazard <br />of odors and flies. A number of calls have been received <br />by the Health Department from residents in the Valleyfield <br />Street area objecting to the granting of this permit. Also <br />a petition from these residents has been received by the . <br />Selectmen objecting to the keeping of horses on this prop- <br />erty. <br />Mr. Finneran further stated that Mr. Donald Irwin, Building <br />Inspector, has written a letter stating that as the structures <br />(paddock and corral) are to be built on presently vacant land <br />the use of the land for such purposes is not to be an accessory <br />use as defined by the Zoning By -Laws and would require prior <br />Board of Appeals permission. In view of this information we, <br />the Board of Health, have no right to grant this permit. Also, <br />he as Health Officer could not recommend the granting this per- <br />mit because of the condition of the area, horses kept on this <br />land as it now stands would cause a definite health hazard, <br />and too many objections had been received from the residents <br />in the area. <br />A number of residents from Valleyfield Street came before <br />the Board to voice their objections to the granting of this <br />permit. <br />The Board explained that in view of the fact that a def- <br />inite Zoning problem is involved we could not grant this per- <br />mit and if a hearing was requested by the owner of the Board <br />of Appeals the residents would be notified. The residents of <br />the Valleyfield Street Area thanked the Board and retired. <br />The Board discussed the problem further and a motion was <br />made by Mr. West that a letter be sent to Mr. Williams stating <br />that a permit to keep 3 horses on Valleyfield Street could not <br />be granted at this time but if permission was obtained from <br />the Board of Appeals to erect a paddock for the horses and <br />enough fill and regrading was done to make the area suitable <br />1 <br />1 <br />1 <br />
