The bill for the services of Whitman & Howard through June 30, 1963•was approved for payment by the Board. The meeting was adjourned at 8:40 P.M. SPECIAL MEETING BOARD OF HEALTH SEPTEMBER 9, 1963 The special meeting of the Board of Health was convened in the Health Department Office at 7:15 P.M. The agenda was devated to the problem with garbage collections which was a source of many com- plaints from citizens of the Town. The Board met for one hour prior to an appointed meeting with the Board of Selectmen at 8:15 P.M. Chairman R.L. McQuillan advised the members of the Board that the public health significance of insanitary garbage storage and collections was the primary concern and responsibility of the Board in this matter. He suggested that our meeting with the Board of Selectmen should be used to detail this responsibility and to suggest that joint action.by both Boards and the Public Works Department was the first requisite for a solution. Mr. West reported that he had solicited information from several State Health Agencies which w ould provide useful material for discussing garbage and waste disposal practices that are closely related to the overall problem and its solution. He recommended that the Board of Health's recent action with regard to the unsatisfactory garbage collections be thourghly explained to the Board of Selectmen so that the impression of any inter- department squabble be eliminated. 1 1 595 Dr. Cosgrove concurred with the suggested position of the Board on the public health significance of garbage collection and agreed that the Board of Health should recommend an increased expenditure for this Town Service if the solution requires such action. The meeting was adjourned at 8:08 P.M. and the Board went to the Selectmen's Hearing Roam for the joint meeting with the Selectmen. At the .joint meeting: Mr. McQuillan stated the Board of Health's position that this Town service involved the public health of the community and suggested that both Boards would need to combine forces in order to find a solution. Dr. Cosgrove advised the Board of Selectmen that he. has been frequently called by citizens in regard to unsatisfactory garbage collection and that the Towns- people expected the Board of Health to be concerned in the remedy of the situation. Mr. West explained the Board of Health's reasons for considering the garbage collection problem at their earlier meeting and advised the Selectmen that heir jurisdiction in the matter was not being questioned. He advised the Selectmen that the Board of Health's actions were made, in the interest of all concerned and without any thought of criticisim of either the Selectmen or the Public Works Department. He also suggested that the need for any corrective action should be brought to the att- ention of the Townspeople through the Town Meeting Members so that the proposals for improvements will be understood and sup- ported.
