The bill for the services of Whitman & Howard through <br />June 30, 1963•was approved for payment by the Board. <br />The meeting was adjourned at 8:40 P.M. <br />SPECIAL MEETING BOARD OF HEALTH <br />SEPTEMBER 9, 1963 <br />The special meeting of the Board of Health was convened in the <br />Health Department Office at 7:15 P.M. The agenda was devated to <br />the problem with garbage collections which was a source of many com- <br />plaints from citizens of the Town. The Board met for one hour prior <br />to an appointed meeting with the Board of Selectmen at 8:15 P.M. <br />Chairman R.L. McQuillan advised the members of the Board that <br />the public health significance of insanitary garbage storage and <br />collections was the primary concern and responsibility of the Board <br />in this matter. He suggested that our meeting with the Board of <br />Selectmen should be used to detail this responsibility and to <br />suggest that joint action.by both Boards and the Public Works <br />Department was the first requisite for a solution. <br />Mr. West reported that he had solicited information from <br />several State Health Agencies which w ould provide useful material <br />for discussing garbage and waste disposal practices that are <br />closely related to the overall problem and its solution. He <br />recommended that the Board of Health's recent action with regard <br />to the unsatisfactory garbage collections be thourghly explained <br />to the Board of Selectmen so that the impression of any inter- <br />department squabble be eliminated. <br />1 <br />1 <br />595 <br />Dr. Cosgrove concurred with the suggested position of the <br />Board on the public health significance of garbage collection <br />and agreed that the Board of Health should recommend an increased <br />expenditure for this Town Service if the solution requires such <br />action. <br />The meeting was adjourned at 8:08 P.M. and the Board went <br />to the Selectmen's Hearing Roam for the joint meeting with the <br />Selectmen. At the .joint meeting: <br />Mr. McQuillan stated the Board of Health's position that <br />this Town service involved the public health of the community <br />and suggested that both Boards would need to combine forces in <br />order to find a solution. Dr. Cosgrove advised the Board of <br />Selectmen that he. has been frequently called by citizens in <br />regard to unsatisfactory garbage collection and that the Towns- <br />people expected the Board of Health to be concerned in the remedy <br />of the situation. Mr. West explained the Board of Health's reasons <br />for considering the garbage collection problem at their earlier <br />meeting and advised the Selectmen that heir jurisdiction in the <br />matter was not being questioned. He advised the Selectmen that <br />the Board of Health's actions were made, in the interest of all <br />concerned and without any thought of criticisim of either the <br />Selectmen or the Public Works Department. He also suggested that <br />the need for any corrective action should be brought to the att- <br />ention of the Townspeople through the Town Meeting Members so <br />that the proposals for improvements will be understood and sup- <br />ported.
